Course objectives
Main objectives include the following skills:
- enhancing the knowledge of economy of education,
- learning human capital theory and understanding the education and labour relation,
- understanding the goals, strategy management and financing of the Czech educational system,
- familiarizing with the current situation and educational policy trends in the Czech and European educational systems,
- clarifying the long life learning concept,
- learning quality in education and evaluating the quality of educational institutions,
- understanding the Czech scientific policy trends,
- familiarizing with relevant legislation and strategic documents,
- interpreting the institutional and programmed financing method of R&D,
- clarifying the financing principles of R&D.
Syllabus
  • The content of this course is divided into two basic parts. The first part deals with the economy of education. Students are familiarized with the following:
  • - the importance of education, economic extent of education; Human capital theory, labour and education relation;
  • - Czech educational system (primary, secondary and tertiary education);
  • - management system, financing regional and tertiary education, life long learning;
  • - Czech and European educational policy;
  • - principles and trends of foreign educational systems;
  • - quality and effectiveness of the educational process.
  • The second part focuses on:
  • - Czech scientific policy trends;
  • - relevant legislation and strategy documents;
  • - Czech institutional framework and R&D strategy management;
  • - financing principles of R&D;
  • - institutional and programmed financing method of R&D.

Assessment methods
The course is concluded with an oral exam. This exam consists of two parts (an oral examination on Economy of education and Economy of science). Students are eligible to take the oral exam provided that they fulfill given conditions:
1. they pass the final online test successfully (a test is regarded as successful if at least 60% of answers are correct);
2. they write up two seminar papers in a given extent and structure within the obligatory date.
If students do not pass the final test, they will have another option to pass the final test.
Important information! If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).
