Course objectives
Public Sector Theory (PVTEVS) The subject builds on the knowledge gained in Public Economics and enhances the knowledge in two directions. On the one hand it presents more detailed theoretical information on the public sector and on the other hand teaches how to use the information for practical decisions. The subject matter is divided into four blocks: The first block is focused on Public Economics ; it compares opinions of individual economic schools of the concept, role, and scope of the public sector and its relation to the market sector. Issues of public sector efficiency are analysed in more detail even in a broader context of national economy. The second block presents the information on present and future development dynamism of the public sector using the method of international comparisons, prognostic and modelling methods. The third block is centred on selected issues of domestic economy of the public sector above all associated with theoretical principles and practical problems of public sector revenues and expenditure and their mutual relationship. The fourth block comprises the study of theoretical issues of the public sector management; above all public administration, public choice, public audit and explains the relation between the public sector and public policy.
