Course objectives
The course focuses on gaining practical skills in preparation and realisation of decision-making processes in public administration. In the first part the students are introduced to the theory of decision-making process, the second part covers the decision-making processes characteristic for operations of public administration and the third part explores the basic methods of control of public administration, placing special emphasis on financial control. Credit requirements: active participation in seminars.
Syllabus
  • 1. Introduction to problems, reasons of public sector existence, decision in public administration (forms, methods, tools).
  • 2. Reform of public administration.
  • 3. - 4. Organization of public administration (property and economics), Authority for representation of state in property affairs, organization components of state and allowance organizations of state in comparison with organization components and allowance organizations of ÚSC.
  • 5. Benefits and problems of concept NPM. New courses in management of public administration. P> 6. Startegic management, contractation, collaboration of public and private sectors.
  • 7. Utilization of marketing tools at management of public organizations.
  • 8. Evaluation and motivation of workers, state service (ethics of public employees).
  • 9. Position of servants of territorial self-governing units.
  • 10. Control in public administration (sorts of controls, system of controlling institutions).

  • 13. Internal audit in public administration organizations
