Course objectives
This course covers process of public procurement. Students will be discuss applicable laws, arrange materials for public contracts and tenders, design project proposal, and identify the possible problems during process of public procurement. The course has two parts. First part works with information on arrangement of public contracts. Second part of the course debates contemporary Czech situation and mainly issue of control.
Syllabus
  • Part A - Arrangement and evaluation: 1. Introduction to the public procurement (laws, rules of EC, main terms etc.); 2. Individual invitation to tender and exceptions; 3. Process of public procurement and materials of public procurement; 4. Finalisation of public procurement and supervision. Part B - Control of public procurement; 5. Main problems and corruption risks; 6. Control of public procurement process (selected cases); 7. PPP – Public-Private Partnership; 8. Selected cases of public tenders and PPP in the Czech Republic.
