Course objectives
MP702Z Financial Law I LECTURES: 1. Introduction to Financial Law: financial law courses at Faculties of Law in the Czech Republic and abroad, syllabus information, lecturers, sources for study of financial law (Czech and foreign bibliography), basic concepts, etc. 2. Introduction to Financial Law: public and private goods, public and private sectors. Basic concepts: money, finance, financial activities, financial phenomena, financial facts - mutual relations. 3. Financial Law Theory: concept and subject of financial law; classificatory criteria and financial law, position of financial law within the legal system of the Czech Republic, characterisation of financial law, system of financial law. 4. Financial Law Theory: Sources of financial law (material and formal), relationship between state financial policy and financial law, principles of financial law formation, norms of financial law - types, structure, interpretation and application. 5. Financial Law Theory: relationships in financial law, subjects of financial law, subjects of relations in financial law, financial institutions. 6. Financial Administration: financial administration as a section of public administration, financial administration system, care about material basis of public goods production, public finance administration. 7. Financial Administration: Administration of public property, state control over financial activities (administration of the economic model. Law of financial administration. 8. Financial Administration: Introduction to tax administration. 9. Procedural financial law: Introduction to tax procedure. 10. Monetary Law: currency - concept and formation. Concept and characterisation of currency law. Monetary unit. Currency policy. Legal tenders and their issue; issue decree. 11. Monetary Law: cash circulation, forged and modified money, non cash payment system. Some measures against the legalisation of profits obtained from criminal activities. 12. Foreign Exchange Law. Concept and characterisation of foreign exchange law, subjects of foreign exchange law, relationships in foreign exchange law, foreign exchange law operations. 13. Foreign exchange law: treatment of foreign exchange currency, treatment of monetary means, treatment of gold, treatment of securities, treatment of financial derivatives. Foreign exchange control, extraordinary measures in foreign exchange economy, foreign exchange market, exchange of foreign currency, foreign exchange rate. SEMINARS: 1. Preliminary procedure. 2. Assessment procedure. 3. Payment procedure.
