- Course objectives
- This course will provide an overview of Trafficking in Persons laws, and policies related to effective enforcement of these laws. This course will include a review of the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons Especially Women and Children, and discussion on the principles reflected in the UN Protocol. This course will also include a discussion of current events related to Trafficking in Persons.
- Learning outcomes
- At the end of this course, students should be able to:
1. Understand the basic elements of Trafficking in Persons laws in various jurisdictions.
2. Discuss policies that affect how these cases are handled within the criminal justice system.
3. Identify factors that challenge the ability of the criminal justice system to adequately address Trafficking in Persons.
4. Explain how a victim-centered and trauma-informed approach brings about better outcomes in criminal cases. - Syllabus
- 1.AN OVERVIEW OF TRAFFICKING IN PERSONS LAW: A discussion of Trafficking in Persons statutes in various jurisdictions; a review of the United Nations Protocol to Prevent, Suppress and Punish Trafficking in Persons as a basis for most criminal Trafficking in Persons laws.
- 2. UNDERSTANDING THE ELEMENTS OF TRAFFICKING IN PERSONS LAW: Discussions of the elements of Trafficking in Persons laws and the application of these elements to fact patterns in criminal cases.
- 3. GUIDING PRINCIPLES FOR CRIMINAL JUSTICE PROFESSIONALS IN HANDLING TRAFFICKING IN PERSONS CASES: An overview of the principles addressed in the UN Protocol to most effectively address Trafficking in Persons cases; discussion of a trauma-informed and victim-centered approach within the criminal justice system.
- 4. CHALLENGES TO THE ENFORCEMENT OF TRAFFICKING IN PERSONS LAWS: Discussion of factors that complicate the investigation and prosecution of Trafficking in Persons cases; a review of best practices for the investigation and prosecution of TIP cases. 5.THE ROLE OF CIVIL SOCIETY IN THE ENFORCEMENT OF TRAFFICKING IN PERSONS LAWS: Overview of the need for civil society to support and engage in a multi-disciplinary approach in the investigation and prosecution of TIP offenses; a discussion of the concept of non-punishment of victims in TIP cases.
- 6. THE LINKS BETWEEN CYBERCRIME AND TRAFFICKING IN PERSONS: Overview of how technology is used to commit crime in the context of human trafficking; a discussion of emerging trends in human trafficking and the use of the internet to commit these offenses.

- Girls Like Us: Fighting for a World Where Girls are Not for Sale: A Memoir by Rachel Lloyd NOTE: I will use this book for my presentations, but students will not be required to read the text.
