Prerequisites
The course introduces the discipline and its theoretical problems, terminology, basic interrelations and trends in development of social politics and social prevention as well as it presents cases of social practice. Its priority is to cover the subject, its purpose and impacts of the mechanism (institutions, social support, services, counselling etc.) social politics and social pathology on an every-day life of a society member.

Course objectives
The course introduces the discipline and its theoretical problems, terminology, basic interrelations and trends in development of social politics and social prevention as well as it presents cases of social practice. Its priority is to cover the subject, its purpose and impacts of the mechanism of social politics and social pathology on an every-day life of a society member. Special emphasis is put on the issue of the relation of theory with practice by specific precautions (institutions, social support, services, counselling etc.) Basic outline is created by an analysis of current socio-political problems and the process of Czech society transformation after 1989. The aim is to enhance students´knowledge of structure and function of social policy as well as to introduce topics such as socio pathology, its most frequent phenomena. Special attention will be paid to behaviour disorders, aggression, bullying, truancy, delinquents and criminality, drug abuse and other pathological addictions. At the end of the course the students is supposed to be able to: • define basic terminology • explain and classify specific socio-pathology phenomena with understanding their causes and suggestion their solution and prevention • understand the principles of primary prevention as well as the relation to cooperation with school, family and other institutions during the intervention
Syllabus
  • 1. Subject of social politics. Its structure, importance, functions and tools of social politics. Social state (classification, attitudes, principle). Basic principles, aims, terminology, structure, importance, functions and tools of social politics. 2. Social policy models. Development perspective. Typology and methodology of comparative studies. Social stratification. The problem, structure, theory of equality, theory of respect, theory of justice, research. Social learning of the church. 3. Social welfare. Genesis of the social welfare systems. Criteria of EU considering social welfare. International institutions in social welfare. Legislation of social welfare. Social help and social services. Intention, structure, subjects, financial sources, social service typology. Social care support. Welfare of the poor and excluded. Hospice care. 4. Employment policy. Labour market specifics, classification of unemployment and its impacts. Welfare in unemployment. Globalization in context of national states and multinational corporations. Medical care politics. Subject, health care system, health insurance. Invalidity, ageing, retirement age. 5. Family policy. Changes in family itself, family support systems, development, characteristics, transformation, demographic aspects. Women in pregnancy and motherhood. Housing policy. Functions of the state, tools, transformation, support and reproduction of housing fund. 6. Education policy. Content, aims, principles, documents, changes, financing and effects. Characteristics of school system reforms in context of social mobility. Transformation process in social policy in the Czech Republic. Problems, trends, visions. Social policy in selected European countries (Great Britain, Germany, Sweden, France, Italy). 7. Social pathology – theoretical background of the discipline, basic terminology. Social deviation – definition, classification, theories. Social norms and rules, social control and conformity. Anomie. Theory of social deviations. Causes, classification of the social deviations. 8. Socialization and re-socialization, prevention and correction – primary, secondary, tertiary socialization. Pedagogue and his competences in the field of social pathology. Role of a teacher, school counsellor, school prevention methodist, leisure time educator, school psychologist, teacher´s assistant, social educator. 9. The system of pedagogical-psychological counselling in the field of social pathology – school counselling facility, pedagogical-psychological counselling, educational care centres for children and youth. Behaviour disorders – subject, its aetiology and classification, behaviour disorders and problem behaviour. 10. Truancy as a phenomenon of school environment. Subject, aetiology, classification and correction. Aggression and bullying in children collective – classification, roles, symptoms, process of solution. Violence on a workplace – mobbing, bossing. 11. Criminality and delinquency as serious forms of social pathology. Pathology addiction. Addiction disorders (gambling and other forms of addiction). 12. Drugs – current thread in a life of an individual. Drug addiction classification. Development of drug addiction. Overview of other social pathology phenomena threatening individuals in society (homelessness, prostitution, divorce rate, domestic violence, aggression, xenophobia, racism, suicides, extremism, sects and cults, negative influence of mass media, globalization). Social impacts on an individual and society. Possible solutions, social help, prevention.

Assessment methods
Students submit their papers via e-learning course Social policy (http://moodlinka.ped.muni.cz/course/view.php?id=1101, password: pitter) or Social pathology a prevention http://moodlinka.ped.muni.cz/course/view.php?id=2054, password: UpatPrev) a week before the exam period. The elaborated topics can be in a form of an essay or theoretical paper. Students chose the topic themselves according to the syllabus and materials available in the e-learning course. When elaborating the paper, it is necessary to follow one of these suggestions: • polemics dealing with contribution of the text to social policy • optimization of Czech social welfare system, eventually suggestion of the problem solving idea • analysis of a case study of a specific phenomena based on personal experience and literature related to the topic • elaboration of model strategy of solving a particular problem of socio pathology phenomenon, where social educator´s role will be clearly defined as well as problem description, cooperation with institutions and possible solutions.
