No.: MU-IS/120400/2021/1434272/LF-1 Masaryk University Faculty of Medicine Measure No. 4/2021 Activities of guarantors of specialisation training (of 24. 5. 2021) Pursuant to Section 28(1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Amendments and Additions to Other Acts (the Higher Education Act), as amended (hereinafter referred to as the "Higher Education Act"), I issue the following measure: I. Subject of modification (1) The subject of the measure is to determine the powers, duties and responsibilities of the guarantors of specialisation training. (2) The subject of the measure is also the modification of other activities in the provision of specialisation training of physicians and dentists at the Faculty of Medicine and Dentistry. II. Definition of terms (1) Specialist education means, in particular, training for the practice of the profession of doctor, dentist and pharmacist, the completion of which results in the acquisition of specialised competence within the meaning of Act No.95/2004 Coll. on the conditions for the acquisition and recognition of professional competence and specialised competence for the practice of the medical profession of doctor, dentist and pharmacist. (2) Participant means a participant in specialisation training. (3) The field of specialisation training means the field in which it is possible to obtain specialised competence within the meaning of Section 5 of Act No. 95/2004 Coll. (4) A training programme means an educational programme for a given field of specialisation training, the scope, structure and length of which is determined by the Ministry of Health of the Czech Republic in accordance with applicable legislation. (5) The basic strain means a part of the educational programme, the scope of the breakdown and length of which is determined by the Ministry of Health in the educational programme. The core curriculum is usually the first part of the training programme. Proof of completion of the basic course is a certificate. (6) The certification examination is the examination that concludes the specialisation training. The attestation examination shall be conducted in accordance with Decree 188/2009 Coll. on the attestation examination, the approbation examination and the final examination of the certified course and on the procedure for verifying the knowledge of the Czech language by interview of doctors, dentists and pharmacists (on examinations of doctors, dentists and pharmacists) and Decree 282/2019 Coll. on examinations of doctors, dentists and pharmacists and amending Decree 188/2009 Coll, on the attestation examination, the final examination of the certified course and the procedure for verifying the knowledge of the Czech language by interview of doctors, dentists and pharmacists (on examinations of doctors, dentists and pharmacists), as amended by Decree No. 118/2018 Coll. (8) The Specialisation Education Department means the department of the MU Faculty of Medicine Dean's Office for specialisation education of physicians and nonmedical health professions. (9) Other terms used in this measure are to be interpreted in accordance with Act 95/2004 Coll., Conditions for the Acquisition and Recognition of Professional Competence and III. Guarantor of specialisation training (1) The specialisation training field guarantor (hereinafter referred to as the field guarantor) is an authorised employee of the MU Faculty of Medicine who provides professional support for individual activities related to the specialisation training agenda at the MU Faculty of Medicine in the specified field of specialisation training. (2) The guarantor of the specialisation education field is an employee of LF MU appointed by the Dean of LF MU on the basis of a proposal by the Vice-Dean for Specialisation Education and External Relations of LF MU. The list of guarantors of specialisation training for individual fields of study is attached as Annex 1 to this measure. (3) The field guarantor represents the MU Faculty of Medicine at meetings of the specialisation boards (SOR). (4) The sponsor is responsible in particular for: a) Professional assessment of whether the participants applying for a certificate of completion of the basic strain of the relevant specialisation have fulfilled the conditions prescribed by the relevant Training Programme b) Professional assessment of whether participants applying for the attestation examination meet the conditions for taking the attestation examination c) Expert assessment of applications for crediting professional experience completed in another field of specialisation or abroad pursuant to Section 5(8) of Act 95/2004 Coll. (5) In cooperation with the Department for Specialization Education and the heads of the clinics concerned, the guarantors also ensure: a) Professional provision of theoretical courses within the relevant field of specialisation education that MU is authorised (accredited) to organise. In the case of courses common to more than one specialisation, the organisation of the course is usually provided by the guarantor whose department participated in the preparation of the accreditation. b) Conduct of attestation examinations in accordance with applicable legislation and relevant training programmes. The guarantors ensure communication with the members of the attestation committee in a professional manner. c) Provision of stem and pre-testing in accordance with relevant curricula. (6) The assessment of applications and the review referred to in paragraph 4 must be carried out by the specialty supervisor within seven days of receipt of the application for assessment from the specialty training department. The supervisor must draw up his or her conclusions in writing on the prescribed form in accordance with the applicable regulations and the public contract concluded between MU and the Ministry 1 ยง 21 of Act No. 95/2004 Coll. on the conditions for acquiring and recognising professional competence and specialised competence to practise the medical profession of doctors, dentists and pharmacists. Reward (1) The sponsor may be awarded an extraordinary remuneration for the performance of individual activities under Article III. The allocation of the remuneration and its amount is decided by the Vice-Dean for Specialisation Education and External Relations of the MU Faculty of Medicine in consultation with the Faculty Secretary. V. Final provisions (1) This measure shall enter into force and effect on the date of its promulgation. (2) Upon the entry into force of this measure, the measure of the Dean of the Faculty of Medicine of Masaryk University No. 7/2012 is repealed. (3) I hereby delegate the interpretation of the individual provisions of this measure to the Head of the Department for Specialization Education of Physicians and Non-Medical Health Professions of the Faculty of Medicine of the Medical Faculty of MU. (4) I entrust the Vice-Dean for Specialisation Education and External Relations of the MU Faculty of Medicine with the control of compliance with this measure.
