Course objectives
At the end of this course, students will be able to: create the text of legal regulation and accompanying documents provide justifications for legislation argue in the drafting of normative texts
Learning outcomes
Upon completion of the course, students will be able to:
- participate in the drafting of legislation and related documents;
- understand the techniques of law-making;
- analyse the fundamental defects of a normative text;
- propose a method of drafting a legal text;
- defend a particular form of legal text.

  • 1. Introduction to the course - specifics of the legislative process.
  • 2. The reality of preparing governmental draft legislation in Czech practice.

  • 4. Legal language, general knowledge - what to watch out for in the text of legal regulation.
  • 5. Comment procedure - the practical process of commenting and how comments are considered and dealt with.

Teaching methods
practical seminars lectures in practical topics discussion presentations by professionals in the sectors The course is designed more in terms of skills than knowledge (not much to remember, much more writing) can seem challenging. Emphasis is on coordination because it is necessary to agree on specific steps in solving a legislative assignment and creation. After all, it is essential to approach the project creatively, use the correct legislative language, and defend the steps used. The main focus of the course is to write a legislative text. That is, to write a draft legislation based on an assignment (substantive intent). In doing so, care must be taken to respect the substantive (and policy) assignment, adhere to the rules of legal language, and be understandable. The draft must be logically and factually connected, which is difficult to achieve (until one becomes a routinist). In doing so, it is necessary to be able to justify the individual steps and the overall systematics of the legislation. The individual outputs will be commented on by professionals who write draft legislation daily and give feedback on the sub-steps.
Assessment methods
The colloquium will be granted for the presentment of a collective elaboration proposal of legal enactment and attendant documents and its vindications. The evaluation will emphasise objective accuracy, terminology use, and possible submitted solutions.
