Course objectives
At the end of the course student should be able to define basic institutes of municipal and regional finances, explain functioning and role of local self-government budgets, orientate in their structure, apply legal norms on control of minicipalities´ and regions´ management.
Learning outcomes
After completing the course, the student will be able to - be able to describe and differentiate the internal structure of the municipal and regional budget, - will be able to apply the budget process at least according to the intentions of the municipality - will be able to analyze contribution organizations and organizational components of municipalities and regions, - will also be able to handle the issue of control and review mechanisms, - will be able to recommend possible business activities to municipalities or regions
Syllabus
  • Characterisation of basic institutes of municipal budgets. Municipal and regional budgets within the system of public budgets. Local finance in the epoch of local national committees. Position of villages and regions in securing public goods, legal regulation for budgetary and contributory organisations under the collective form of community business activities. Monetary funds. Budget procedure. Composition of budgets. Other municipal monetary funds. Financial control.
