Cíle předmětu
At the end of the course, students should be able to:
- understand and explain: 1. the different kinds of existing EU agencies, their main characteristics and their positions in the EU institutional landscape; 2. the powers they are entrusted in and their limits, especially as to their accountability;
- assess the creation of new agencies or the empowerment of existing agencies against the existing legal background and understand the related case law (if any);
- work with information involving agencies: from the agencies themselves, from the Court of auditors, from the parliamentary committees…;
- refer to the activities of the pertinent EU agency (if any) when analyzing a EU policy;
and also
- show curiosity about the jobs offered by the agencies

European agencies are decentralised bodies of the European Union established to accomplish specific tasks. Numerous European agencies have been created in recent years. They span almost all the EU policy fields, including very sensitive ones like pharmaceuticals, aviation safety, chemicals and financial supervision. They are delegated ever-broader powers (which is at the origin of an growing case law). In short, not only are agencies becoming a central issue in European governance landscape but also their opinions and decisions have a growing direct impact on individuals, industries, and member states.
The subject, already (reasonably) complex and evolving, has very recently been ever-substantiated by case law, legislation and soft law. Accordingly, the general purpose of the course is to present the fundamental characteristics of the EU agencies from a legal point of view, in other terms to give the “basics” enabling the students to get a (precise) picture of this important brick in the EU institutional machinery. Nevertheless, students attending the course are supposed to have a sufficient knowledge of EU institutions and EU decision making process at large.
