Course objectives
The aim (objective) of the course is to provide students with the knowledge of the basics of legal regulation of the security administration of the Czech Republic, the position, role, content and structure of security administration within public administration, and the position and functions of the entities performing it.
Learning outcomes
At the end of the course students should be able to describe the the basic concepts and institutes of security administration, the constitutional framework of legal regulation of the security of the Czech Republic. They will also be able to explain the legal aspects of the existence and activities of the individual entities of the security system of the Czech Republic. Finally, they should be able to compare the position and tasks of intelligence services and the Police, and to distinguish between security and police administration.
Syllabus
  • 1. Introduction to the study, the definition of basic concepts, safety, public administration, public order, security management, police administration, i.s. 2. Models of legislation of the existence and activities of i.s., requirement of legislation. 3. Classification of i.s., accountability of i.s., i.s. and national security agencies. 4. Development of legislation of i.s. in the Czech Republic. 5. I.s. in the Czech Republic - in the system of state bodies, reporting and information sharing,intelligence accountability. 6.Scope of the i.s. of the Czech Republic. 7. Intelligence authorization Czech Republic, specific means of getting information. 8. Law status of employees of i.s. 9.Crisis management, integrated rescue system. 10. Police adminstration, police position in the Czech Republic, powers and responsibilities. 11. Municipal police, jurisdiction, powers. 12. Defending the state, the organization of national defence, status of the Czech Army.
