Course objectives
The course will familiarize students with the basic tools of personnel management (evaluation system, internal and external staffing, training and education methods, job analysis, career guidance) and specify which methods are suitable for use in public administration and self-government organizations. Part of the course will also include case studies of personnel management in the state administration and a visit to a selected state administration body using modern elements of personnel management. Student gains the ability to implement and use the system of appraisal performance, the ability to build career prognosis and employee satisfaction assessment, to understand the role of feedback in personnel management. The course will offer the most important soft-skills tools in HRM (eg typology and methodology of using communication strategies, system approach in HRM, feedback tools in co-operative activities, etc.).
Learning outcomes
Student will be able to:
- to describe, to introduce and to use in particular situations the basic tools of personnel management as they are used in practice today;
- Explain the development of concepts of personnel management from the so-called scientific approach (Taylor) to contingent theory and explain the advantages and disadvantages of each of the concepts presented;
- to design, advocate and prepare for the implementation of the employee evaluation system in the selected company;
- propose to defend and prepare the selection of internal and external staffing staff (including selection procedure);
- Design and develop a system of training and teaching methods for a specific society and situation;
- to enumerate the basic laws concerning the work in the personnel management;
- Explain the difference between personnel management in the private and public spheres and show the benefits of using HR management in the state administration;
