Course objectives
The course will provide knowledge of financial system of the EU in relations to the financing of the EU politics. Students are expected to have a basic understanding of the EU politics and issues. First part of the course will be focused on the EU budget, its structure, revenues and expenditures. Rest of the course will introduce the EU budget according to its policy areas, especially structural funds. At the end of the course students should be able to understand in detail the creation of EU budget, they gain information about the EU budget structure and will be able to evaluate political importance of the EU budget and impact of financing of particular areas on the EU financial system in general.

  • 1. Characteristic of the EU budget and its specifics.
  • 2. Historical- institucional development of financial system of the EU
  • 3. Revenues: traditional own resources, resources based on VAT, resources based on gross national income.
  • 4. British compensation.
  • 5. Expenditures of the EU – sustainable growth.
  • 6. Expenditures of the EU – natural resources.
  • 7. Expenditures of the EU – financing of the internal and the external policy.
  • 8. Expenditures of the EU – administration and reserves.
  • 9. EU budget procedure.
  • 10. Role of EU institution in the budget procedure.
  • 11. EU Financial perspectives as a instrument of the budgetary discipline.
  • 12. Future of the financial system of the EU and its reforms.
  • 13. Final test.

Assessment methods
The course is concluded by the written exam. The course grade consists of the following parts: essay, intrasemestral written test and the final written test. Deadline for the submitting of essay (to the extent of 11500 characters) in electronical form is the 8th May 2009. Maximum score of the 100 points could be obtained: essay 40 points, intrasemestral test 20 points and final test 40 points. For the successful graduation it is necessary to get a total of 70 points.
