Course objectives
Objective of to course is to make students be able to:
- substantiate problems of public sector and public administration coming from the substance of public sector;
- oppose approaches which try to implement some management methods coming from private sector to the field of public administration and public management;
- propose system of evaluative criterias and indicators for the chosen public administration organization;
- compare various management methods using in public and private sector;
- evaluate opportunities and mechanisms of public administration controlling
Learning outcomes
At the end of this course the student will be able to:
- define public administration and reasons for it's existence;
- understand the management and decision-making in public administration;
- understand the topic of public projects and efficiency in PS;
- perform public procurement process, understand it's purpose and caveats;
- get familiar with organisation culture and personal management in PS;
- understand principles of public control

  • 1. Introduction, definition of public administration, reasons of public sector existence
  • 2. Decision-making in public administration
  • 3. Public administration reforms, new concepts of public administration management
  • 4. Public procurement, public projects, efficiency and it's evaluation
  • 5. Organisational culture, communication and personnel management in PS, evaluation and motivation of personnel P> 6. Public choice, voting, selected issues of public choice
  • 7. Control in public administration, institutions, internal audit
  • 8. Strategic management in PS and management of changes

Teaching methods
Theoretical preparation, lectures are held on weekly basis; Seminar session are hold bi-weekly;
Discussion of chosen issues; discussion of selected papers; own propositions for improvement; Individually prepared position paper regarding chosen issue
Assessment methods
Two midterm exams for combined 90 points;
position paper for 10 points;
Final oral examination testing topics covered during the semeter, taking into account points earned during semester
