Course objectives
Public and Social Policy
The course builds on the knowledge gained in Economics of Social Development and Fundamentals of Social Policy. It explains value premises, functions and principles of public and social policy, explores its content, tools, legislation and organization. It covers in more detail social security (social insurance, support, aid), family policy and housing.
Aims of the course are:
- to present actual trends public and social policy
- to analyse current problems public and social policy
- to learn students autonomous analysis and evaluation of the problems
- interpret theoretical approches and to learn students how identify appropriate tools for resolving of practical problems
Syllabus
  • Structure of the course:
  • 1. Introduction (structure of the course). Public policy - introduction, models and analysis. (repetition of the theory of bureaucracy)
  • 2. Social politic (SP) - relation between social and economic policy, SP as theory and practice, actors and tools of the SP. Welfare state (development, forms and models), crisis of the welfare state. Areas of SP
  • 3. Old age pension scheme – I.
  • 4. Old age pension scheme – II.
  • 5. Actors and implementation of the public policy
  • 6. Family policy, state social support (direct and indirect support to the families with children)
  • 7. Social aid - life minimum, social services, social needful
  • 8. Health policy - approaches, actual trends
  • 9. Educational policy
  • 10. Housing policy
  • 11. The problem of social exclusion. Problems of social policy in the Czech Republic ad EU. Future trend in the social policy
  • 12. Political parties as key actors of formation and implementation of ideas of the public and social policies. Economic and political aspects

Teaching methods
Presentation and class discuson related to introduced topic. Student prove knowledges through homeworks and its public presentation. Reading is a part of homework.
Assessment methods
The course is concluded by the oral exam. Student can attend the oral exam provided that she/he fulfills given conditions:
she/he prepare and present a seminar work
she/he successfully passes the two tests (midterm and final test)(as a successful test is considered one with at least 60 % right answers)
Important information! If student commits a prohibited act, such as usage of various forbidden tools, cribbing, taking out any part of the exam or any other cheating, teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. Mentioned procedure relates to all the activities that are included to the final evaluation of the course (seminar work, essays, tests etc.).
