Course objectives
INTERNATIONAL POLICY ANALYSIS Course Objectives This course will be delivered in a series of class based seminars, lectures and discussions with the possibility of online mediated class participation. Understanding the International Policy Process: This seminar provides students with an introduction to the field of policy studies. It considers the nature of policy and policy making and how these have been theorised. It goes on to critically review the main strands of theory. The seminar will also examines the notion of implementation, the exercise of discretion and the significance of power in understanding policy. The activities of governments, business and civil society as well as regional (especially European Union) and international organizations will be put into a policy context. Global Political Economy and the Policy Process This double seminar will focus on the economic and political contexts for policy making in a 'globalised' world. Historically grounded and comparative in orientation, it will consider the dynamics and trajectories of political-economic transformation - particularly since 1945 - and the ways in which these have led to particular policy agendas. Beginning with an account of the key processes of change in the world economy, the unit will focus on the ways in which these have impacted on Europe, East Asia and North America, and selected countries within them. Paying due attention to the geo-politics of economic transformation, variations in state institutional capacities and historical contingencies, the unit will examine the politics and political economy of broad policy initiatives, especially in the economic and social arenas. The Political Economy Of European Integration This 3 session seminar will explore the economic and political forces that have promoted and constrained European integration over the last forty years. It will consider the tensions within the different levels of governance from supra to sub-national policymaking and explore the scope for a reconfiguration of sovereignty and policy competence. The different scenarios that compete to describe European futures will be examined such as widening and deepening, and convergence and divergence. In doing so, the relevance of contemporary theorizing in the broad areas of globalization, the new regionalism and the nation state will be established.
