Cíle předmětu
The course Information systems in public sector that is provided for foreign students focuses on potentials and barriers of ICT implementation within the public sector and particularly in public administration. Development and trends of the Czech information policy and its specific part - e-government - are introduced. Special emphasize is given to the freedom of information legislation and e-participation. The development and influence of the European initiatives is not omitted. Final part of the lectures deals with approaches to evaluation. The aim of the course is to provide mentioned field of information particularly from the side of socio-cultural context and to gain and share the knowledge on the situation in home countries of students.
Osnova
  • The course will be taught through a series of 8 lectures and seminars that will focus on the following topics : 1) Introduction of the terminology, ideas and barriers of public administration electronization 2) The importance of communication in the public administration system and determinants of its quality 3) Public administration information systems - development in the Czech Republic 4) European information policy and its evaluation 5) Other selected approaches of ePA evaluation 6) Right to information and the public administration 7) Information systems in public sector - selected issues (particularly e-participation) 8) Information systems in public sector - case studies (home countries of students)
Metody hodnocení
1. Attendance: 100 % attendance at lectures and the seminars is a requirement to pass this course. 2. Essay (minimum 12 sides of A4 paper). Deadline: Friday 14 December 2008. To be submitted by email. 3. Final test - at least 60 % of points. Since the course is taught in a small group of students (max 5) and interaction with them is vital, 100 % attendance is a requirement to pass this course. Students will be expected to have read assigned materials for each workshop and seminar and to take an active part in discussions. The primary source of reading materials will be the Internet.
