Course objectives
This course is based on the knowledge attained in the Public Economics course. It also takes into account the content of the parallel Public Finance course. Gaining the up-to-date data concerning the financing and management of particular public sector industries is emphasized.
The course is divided into two parts: the cross-sectional one and another one focused on the particular industries.
At the end of the first part, students should be able to:
- analyze in depth the major causes of the existence of both the public sector as a whole and its separate parts
- express alternative concepts of the effectiveness of the public sector and its structural changes
- understand and apply the core principles of the public procurement
- formulate the results of the public choice utilizing (resp. its concrete mechanisms)
The students should primarily be able to interpret concrete basic economic categories of the public sector, such as the output, costs, price, remuneration, motivation, investment, innovation, including their application to the entire non-profit sector.
The second part of the course focuses on the economy and management of the main public sector industries. The comparison with the EU countries is assumed. Students will understand the principles of the particular industries performing, as well as the principles of the public service provision.
Credit requirements: seminar paper and its presentation at a seminar. Examination: oral.
Syllabus
  • The introduction of the course expects the students to take an entrance test examining their knowledge of public economics, macro- and microeconomics, public sector history, public goods theory, etc. The content of the course is divided into two parts, the cross-sectional one and another one, focused on the particular industries. The structure of the course is as follows:
  • - Cross-sectional topics: The management tools applicable within the public sector, such as public procurement, the project evaluation, crisis management, etc.
  • - Management of the particular industries of the public sector
  • - Public administration

  • - Military service and police
  • - Social services and social security
  • - Education, R&D

  • - Culture and sports

Assessment methods
The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions:
Write and present a seminar paper.
If students commit a prohibited act, such as using various forbidden tools, cribbing, taking out any part of the exam or any other cheating, the teacher is allowed to interrupt an exam and to grade a student with F, FF or FFF according to the seriousness of the offence. The mentioned procedure relates to all the activities that are included in the final evaluation of the course (seminar work, essays, tests etc.).

Course objectives
Economy of Public Sector (SDEV) The course extends the knowledge gained especially in the previous courses Public Economy and Public Finance. In the first 4-hour consultation more detailed explanation is given of the causes of the public sector s existence, its structure and effectiveness, and students are provided with detailed information about the seminar project s structure and requirements for its topic and aim. Another consultation is devoted to the application of external and internal factors of efficiency of public sector areas and to the principal instruments of its management, i.e. public choice, public audit, including the problems of government contracts and subsequent evaluation of projects presented. Next two consultations cover the problems of the economy and management of individual branches of the public sector; drafts of seminar essays of course participants may be used here. Examination requirements: seminar essay. Examination: written exam with a follow-up discussion over a seminar essay.

Assessment methods (in Czech)
Podmínkou pro připuštění ke zkoušce je absolvování autokorekčních testů s minimální úspěšností 40%. Student má během semestru třikrát možnost vstoupit přes IS do souboru otázek pokrývajících celé učivo kurzu, přičemž vždy odpovídá na 15 náhodně vybraných otázek. Studenti vypracovávají dva POTy. První slouží jako nástroj k seznámení studentů se strukturou státního rozpočtu v několikaleté retrospektivě. Je hodnocen jako „vyhovuje/nevyhovuje“. V případě nevyhovující kvality je student informován a má týdenní lhůtu na nápravu. POT 2 představuje komplexní analýzu vybraného odvětví veřejného sektoru. Vodítkem je studentovi osnova obsažená v DSO. Hodnocení je v rozmezí A-F. Závěrečná písemná zkouška probíhá formou testování pomocí aplikace studia on-line. Hodnocení je v rozmezí A-F. POT2 představuje 50% váhy celkové známky a závěrečná písemná zkouška taktéž 50%. Dopustí-li se student u zkoušky nedovoleného jednání, zejména používání různých nedovolených pomůcek („taháků“), opisování, vynášení zadání testů a vůbec jednání narušující průběh zkoušky, přeruší učitel zkoušku a podle závažnosti přestupku udělí klasifikaci do ISu případně i FFF. Uvedený postup se vztahuje na všechny aktivity, které vstupují do závěrečného hodnocení předmětu, (POTy, seminární práce, referáty, apod.).
