Course objectives
The objective of the course is to introduce students to the study of main valuation methods and topical problems of public projects and public procurement valuation.

At the end of this course, students should:
- be able to write a public project and to know difficulties of the process of the public project preparation;
- be able to identify contemporary issues of public projects and public procurements valuation;
- know several methods which are used with public projects and public procurements valuation (with a reference to monocriterial and muliticriterial quantitative methods);
- be able to apply these methods;
- be able to choose an optimal monocriterial or multicriterial method for a public project valuation and selection.
Syllabus
  • Tutorials focus on the following topics:
  • 1st topic: Introduction to the methods and methodology of public projects valuation, history, project cycle.
  • 2nd topic: Monocriterial methods of public projects valuation (financial methods, input-output methods, CBA, CMA, CEA, CUA, problems with the dicount rate setting).
  • 3. topic: Problems with non-market goods and services valuation, non-market valuation methods, Benefit Transfer
  • 4th topic: Multicriterial methods of public project valuation, public procurement valuation.

Assessment methods
The course takes the form of lectures. The lectures (16 lessons) are divided into four parts. The main emphasis is put on self-study. The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions:
1. they hand in a seminar paper in a given extent and structure within the obligatory date,
2. they successfully pass two on-line tests after in the IS MU during an obligatory period (a test is regarded as successful if at least 60% of answers are correct).
