Course objectives
In the context of historical development, municipalities as a basic part of selfgovernment, fulfil a range of functions nowadays. In the legislative framework they were given a range of competencies, that can be realized in various ways. The course is focused on confrontation of theoretical possibilities and practical ways of their realization, especially in the area of socio-economic and territorial development. In the selected cases, Czech solutions are compared with foreign experience.
Learning outcomes
At the end of this course, students should be able to:
- define the basic principles of functioning of municipalities;
- characterize the basic instruments of municipality management;
- describe the budgetary process at the municipal level;
- identify different types of municipal budget revenues and expenditures;
- explain the impact of economic change on urban development;
- understand the organization of transport and the provision of civic services in city;
- interpret the current development of cities in relation to their future.
Syllabus
  • 1. Municipal constitution in the Czech Republic, legislative framework. Autonomous and delegated authority. Municipality bodies and their competences.
  • 2. Functions of cities. Historical development of municipalities. Size structure of municipalities.
  • 3. Basic management instruments of cities. Strategic planning.
  • 4. Municipality budget outlook. Linkage with other tools for municipality management (budget, strategic plan).
  • 5. Municipal budget. Budgetary process, budget composition. Revenues and expenditures of municipal budgets.
  • 6. Globalization and its influence on the changes of cities.
  • 7. Postmodern and post-industrial city.
  • 8. Sustainable, cultural and creative city.
  • 9. Transport and environment in cities.
  • 10. Quality of life in cities.
  • 11. Urban planning and urbanism.
  • 12. Urban development in historical and contemporary perspective. The future of cities.

Teaching methods
The course takes the form of lectures and seminars. The basic facts about relevant topics are explained at lectures. These facts are further discussed in seminars.
Assessment methods
The course is concluded by the written exam. Student can enroll for the final exam provided that she/he fulfils following conditions:
- she/he elaborate a seminar paper in a given extent and a structure to the obligatory date,
- she/he gainss at least 10 points (out of 20) in running written test which takes place during the seminars according to the schedule.
In order to pass the exam, students are required to gain at least 60 % of points (usually 18 out of 30) for their final test.
