Course objectives
Main objectives can be summarized as follows:
To know individual management methods used in the public sector
To learn and improve management and communications skills used in the public sector
To practice management and communications skills used in the public sector
Syllabus
  • There are no lectures in this course.
  • Seminars are divided into thirteen blocks.
  • 1.Management – classifying definitions. Special characteristics of management in the public administration.
  • 2.(F = taught in French in France) Management of public institutions in France – reforms, decentralization, consequences.
  • 3.(F) Public policies management.
  • 4.(F) How to enforce changes in public administration.
  • 5.(F) Public policies and their orientations.
  • 6.Human factor in management. The role of a manager in public administration.
  • 7.External seminar with a manager working in public administration.
  • 8.Case study – team-solving concrete problems within managing public administration.
  • 9.Communication skills and their development – communication process, effective verbal and nonverbal communication, basic communication skills (listening, asking questions, effective praise, effective criticism, persuasion).
  • 10.Assertiveness and its significance in management activities – term assertiveness, basic attributes of assertive behaviour, assertive skills and their training.
  • 11.Team work and team leadership - types of teams, selection team members, formation and development of team, communication in work team, team leadership.
  • 12.Conflicts and their solution. Types of conflicts, sources of conflicts, positive and negative aspects of conflicts, styles of solving conflicts.
  • 13.Final revision and taking a final test.
