Course objectives
The course focuses on the explanation of the public policies related to the development of municipalities, cities and regions. Territorial self-administrating units carry out a wide range of important activities oriented on achieving balanced development of their area. For this purpose, they use several standard instruments. Development documents drawn up properly, a sensible and adequate financial framework and also conceptual implementation of public policies at level of municipalities are the key prerequisites for the effectiveness of the entire process of development.

At the end of the course students should be able to:
- discuss the possible ways to include the public in decision-making processes
- explain the necessity of creating budget outlooks
- formulate the significance of planning and programme documents for the regional and local development
- assess the significance and contribution of individual regional policy tools
- describe a city policy as a set of tools and measures applicable to the management at communal level

Teaching methods
Lessons take form of lectures predominantly.
Assessment methods
The written exam consists of open questions, there are usually 10-12 questions; it is possible to obtain 3-5 points for each, in dependence on its character; in total the maximum is 50 points; to pass the student needs to obtain 30 points (60 %).
