Course objectives
The goal of this course is to acquaint students with the basic information systems of public institutions and their use. After theoretical anchoring, we will focus on direct work with selected systems, information retrieval and data analysis using data and information generated by public institutions. This includes the follow-up opportunities for citizens and the commercial sphere in the Czech Republic. At the end of the course the student will be able to analyze the reasons, possibilities and limitations of the use of information systems in the public sector and to consider possibilities for further development in this area.
Learning outcomes
Student will be able to:
- describe the development of e-government policy in the Czech Republic and the EU and key projects and summarize the current trends and challenges of their implementation in the future;
- evaluate advantages and limitations of the use of information systems in the public sector;
- use information resources created by public institutions for the purposes of public administration, citizens and the commercial sphere in accordance with current legislation;
- understand and apply safety principles to support eGovernment and eCommerce.

  • Theoretical and legislative basis
  • 1. Basic concepts in information policy, public administration and information systems.
  • 2. History of the use of information systems in public administration in the context of the Czech Republic and the EU.
  • 3. Acts defining the functioning of PA IS (free access to information, some information society services, protection of personal data, electronic signature, eID, cybersecurity).
  • Using of PA IS
  • 4. G2G Information Systems. Data boxes.
  • 5. File Service. Public contracts.
  • 6. E-Health.
  • Searching in open information resources of public institutions
  • 7. eJustice.
  • 8. Information systems of public administration, citizens and active citizenship.
  • 9. E-archiving and library projects in the field of digitization of cultural heritage.
  • Analysis of data from PA IS
  • 10. Information systems of public administration, commercial sphere and e-commerce.
  • 11. Practical work with open data on the example from the CZSO.
  • 12. Practical work with open data on the example from the National Open Data Catalog.
