Course objectives
At the end of the course students should be able to:
use correct terminology related to the chemicals management in both Czech and English;
understand difference between policy and tools for chemicals management;
explain development, goals and structure of chemical management at national, regional/EU and global levels;
determine main actors/stakeholders at all levels (global, EU, national) and understand potential for employment;
make use of information sources pertaining to global instruments and multilateral environmental agreements (MEAs) as well as EU chemicals policy;
understand and explain links to health, research and development, food safety and other crosscutting issues;
work with related instruments at global, EU and national levels;
interpret involvement of the Czech Republic in the global chemicals management such as capacity building, technology transfer;

  • Introduction to the global chemicals and waste management, terminology, main players; global environment and links development of the chemicals safety concept and current topics and timetable; United Nations Environment Programme (UNEP) and its portfolio and instruments - global multilateral environmental agreements:
  • Stockholm Convention on Persistent Organic Pollutants - framework and contents, effects; activities in the Czech Republic, case studies
  • Rotterdam Convention - scope, effects
  • Basel Convention - scope, effects
  • synergies among chemicals and waste conventions;
  • VIenna Convention and Montreal Protocol - management of ozone depleting substances;
  • Financing chemical management - GEF and MLF - comparison of financial mechnaism and technical assistance tools;
  • SAICM - international chemicals management - tools, framework approach, consequences;
  • Work of UN Economic Committee for Europe - agreements on industrial accidents, long range transboundary air pollution;
  • OECD and WHO - scope of their activities related to chemicals management;

Teaching methods
The course is carried in 10 lectures, sometimes in a combination with presentations by external professionals in the relevant field; part of a lecture would be occasionally devoted to short group presentations and/or class discussions or excercise
Assessment methods
Evaluation consists of two components - participation in the lectures (at a minimum 50%) and performance at the colloquium. Colloquium is composed of a sequence of 10-15 minutes presentation done by each participant (topics are selected from the list prepared by lecturers), evaluation of up to 3 presentations of colleagues and participation in a class discussion.
