Course objectives
The aim of the course is to acquaint students with the basic participatory methods and techniques used in regional development (most often in the preparation of various strategic and planning documents, formulating the vision of the municipality or region development or solving specific topics and problems). These are methods and techniques of working with the professional and lay public, facilitation and moderation of various working groups and expert groups. Emphasis is placed on practical use and applicability.
Learning outcomes
Students are able to design a facilitation or mediation method for a particular case, they are able to prepare the production and organization of the application of this method, and they are also able to take on moderation or facilitation themselves. Students are familiar with the advantages and disadvantages of using methods and techniques and they are able to evaluate the suitability of their use for a particular purpose. At the same time, they are able to actively implement participatory methods of negotiation in public discussions.

  • 1) Introduction – facilitating and moderating, participation of professional and lay public in regional planning;
  • 2) Activation in negotiations, types of personalities and work with them;
  • 3) Round table, role-playing, focus group (example of negotiation);
  • 4) Nominal group process (methodology of Healthy Cities of the Czech Republic Network);
  • 5) Citizen science;
  • 6) Crowdsourcing and emotional maps (example of use);
  • 7) Kumu (web-based community planning tool);
  • 8) Future City Game (creative community planning);
  • 9) Participatory budgeting (examples from Czech and Slovak towns);
  • 10) Living Library (example of use);
  • 11) Happening (its role in the negotiation process);
  • 12) World Café (example of use);
  • 13) Final presentation of semestral works.

Teaching methods
Teaching will be based on the method of frontal lectures. These will be combined with videos describing the use and outputs of concrete participatory negotiation methods. The exercises will use the various discussed methods to give students the opportunity to try it out. Role-playing, round table, focus group, living library, pairs, group and classroom leadership will be used to bring students to the basic principles of all the discussed methods.
Assessment methods
Two tasks are required to successfully complete the course. The first is the elaboration of a semestral work in text form which will be a proposal of a way of public discussion of one particular topic, which students themselves identify in their hometown (or another city to which they have a relationship) as uncontracted, insufficiently negotiated or insufficiently comprehensible. The second one is the participation in the colloquium which will take the form of the final presentation of the semester works by students (including subsequent discussion). The condition for participation in the colloquium is adequate attendance at seminars (that is maximum one unexcused absence).
