Course objectives
The students will acquire knowledge related to public administration and administrative organization of the Czech Republic and other european countries.
Learning outcomes
By passing the subject the student acquires knowledge that can be used in communication and cooperation with representatives of public administration and in gaining and exercising employment in this area.
Syllabus
  • 1) Introduction to public administration issues - definition, function, division; regional policy and its implications for public administration
  • 2) Fundamentals of public administration - character and basic terms, constitutional organization of public administration in the Czech Republic, central administration of the Czech Republic, rule of law and civil society
  • 3) Public service - organization, competence, geographical dispersion of institutions; agencies supporting regional development and innovations
  • 4) Information sources and databases of public administration, legislation in public administration, innovative technologies and work with spatial data with public participation (OpenStreetMap etc.)
  • 5) Transformation and modernization of public administration - New Public Management, E-Government (and digitization of public administration), open data
  • 6) Spatial planning and agenda of the building office - tools, processes, implications, public involvement
  • 7) Financing of municipalities, budgeting of taxes
  • 8) Territorial public administration - municipalities and higher territorial self-governing units
  • 9) Act on Public Administration
  • 10) Public administration in European countries (I., old EU Member States = EU-15)
  • 11) Public administration in European countries (II., post-socialist states)
  • 12) Territorial-administrative division of the Czech Republic - development, reform and current status
  • 13) Final discussion

Assessment methods
The course is completed by a credit which will be given by the students for appropriate attendance, reading of obligatory literature, presentation of selected topic, essay elaboration and discussion activity.
