Course objectives
Students will discuss security and ethic problems that are connected with the massive use and spread of ICT. They schould be ablet to formulate and judge basic new threats and possibilities of their prevention and solution. Relative anonymity and transterritoriality connected with the use of ICT are the the common denominators of these threats. Participant will define and categorize the spectrum of threats connected with high-tech. They shoudl be able to analyse and explain character of such threats and design protection against. They will also discuss the current legislation in connection to the problem and evaluate it.

  • 1. Global situation. Virtual environment and its relationship to the physical world.
  • 2. Electronic space. Anonymity and identity. Economic, political and social threats.
  • 3. Prevention and repression.
  • 4. Control of electronic media, information verification, ethical aspects.
  • 5. Critical infrastructures. Characteristics and definitions.
  • 6. Energetics, communication infrastructure. Banking and financial infrastructure.
  • 7. Water and food supplies. Raw and dangerous materials.
  • 8. Administrative services -- e-government. Emergency services. Health care.
  • 9. Situation in U.S. and E.U. Differences and common features in the approaches.
  • 10. Protection of critical infrastructures.
  • 11. Democracy, accessibility, privacy versus expert control, possibility of abuse, control.
  • 12. Organizations dealing with the issue (civic organizations, state institutions), politics in the Czech Republic.

Assessment methods
The course consists of a seminar and a lecture.
Students must submit a paper and participate actively in seminars in order to complete the course successfully. A written exam is to be passed at the end of the course. Maximum of 100 points can be obtained at the exam. At least 60 points must be obtained in order to pass. Evaluation: 0-59 = F, 60-68 = E, 69-77 = D, 78-86 = C, 87-94 = B, 94-100 = A.
