Prerequisites
! PVEOVS Economy of Public Administr.
The recommended prerequisite involves passing basic courses in the Public Economics field of study, i.e. Public Economy and Public Sector Economy. Students are expected to know the issues of public economy, public finance as well as non-profit organizations. They should also be able to write logically and handle legislation concerning public administration.

Course objectives
The objective of the course is to introduce students to the study of main valuation methods and topical problems of economy of public administration organisations.The objectives of the course are to master the methods and tools of public sector management and their economy, funding, legislative and institutional frame, as well as to understand their relationships with public sector reform processes, the reform of public finance, and membership requirements in the EU and NATO. Students should also acquire skills in evaluating the economy level and the management of specific public sector organizations, particularly in terms of assessing their controlling documents, quality methods, and financial management.
Syllabus
  • The course is taught in a three-hour block because of a field-trip to institutions in Brno, or possibly even in Prague as well. Experts’ presentations during the lectures are expected.
  • Outline:
  • 1.-3. Functions, structure, economy, and management in public administration organizations.
  • 4.-6. Specificity of state administration organizations.
  • 7.-9. Specificity of municipal authorities.
  • 10.-13. Economy and management of public sector branches.
  • A seminar paper and its presentation are requirements for the written test and exam.

Teaching methods
The course takes the form of both lectures and seminars. There are explained basic thesis of economy of public administration organisations, which are further discussed and aplicated during seminars. Presentation of students' seminar works is a part of a seminar (students present the use of concrete methods).
Assessment methods
The course is concluded with an oral exam. Students are eligible to take the oral exam provided that they fulfill given conditions: they have to collect at least 60% points from the continuous evaluation within seminars. The continuous evaluation is based on two written tests (30+30 points) and the elaboration and presentation of a seminar paper on a given topic (40 points). The teacher can award students with “bonus” points if they work actively during seminars. Not gaining the required minimum of points is considered as a failure to prepare continuously. It does not mean that students can re-take “failed” tests or the seminar paper either. Students are graded with an F in such a case.).
