Course objectives
Public Finance (PVVEFI) This course continues the course Public Economics . It aims to deepen and extend theoretical knowledge of public finance. Its content is divided into two basic blocks. The first one explains the components of public finance including municipal finance and fund financing, budgetary system and budgeting process, structure of public expenditure and revenues and management of funds in public sector. The second block deals with fiscal federalism, the stabilising function of public finance, management of the budget deficit and public debt as well as with functioning of fiscal institutions. The block will finish by selected aspects of supranational public finance with emphasis on the European Union's public finance. The knowledge gained in this course serves as a theoretical-methodological basis for comprehension of the subsequent master degree subjects in the specialisations Public Economics and Regional Development and Administration. Credit requirements: active participation in seminars. Examination: oral. Public Finance for Regional Development and Administration (VEFI) The course content builds on the subject Public Economics (4th Semester, Stage Two). Its objective is to extend and develop theoretical knowledge of public finance. The subject matter is divided into three principal blocks. The first block explains public finance components, structure of public expenditure and financial management in the public sector. The second block focuses on taxes, as the most prominent revenue side of the public finance. It explains the principles of tax theory, particularly the issue of tax efficiency, tax equity and optimum taxation. The third block deals with fiscal federalism, stabilizing function of public finance, management of the budget deficit and public debt and functioning of fiscal institutions. The block is completed by the interpretation of selected aspects of supranational public finance with accent on the EU public finance. Credit requirements: active participation in seminars and undertaking the assigned project. Examination: oral.
