Course objectives
1) The aim of the course is to introduce the concept of public participation as part of the public decision-making and planning process. Show different ways of civic participation, its methods and discuss its pros and cons. The course consists of theoretical and practical parts. 2) The aim of the theoretical part is to acquaint students with professional texts on the topic of civic participation and the development of the discussion on this topic. It will thus provide a theoretical background for participation in democratic traditions. 3) The practical part will consist of interactive methods focused on the application of participation in practice with an emphasis on sustainable urban planning. It will provide students with additional knowledge needed for the preparation of a participatory process, as well as competencies associated with active participation in such processes.
Learning outcomes
Student will know the theoretical discussion about civic participation, incl. risks of participation, will be able to evaluate the quality of the participative process and plan the process using a variety of methods.
Syllabus
  • SESSION A: Course requirements and organizational matters (Radoslava Krylová), Introduction to the course: Theoretical framing (Milan Hrubeš); The introductory session provides a basic insight into the theory of democracy with an emphasis on the concept of participatory democracy. SESSION B: Campaign planning (Milan Štefanec); The session will introduce students to the functioning and role of watchdog and advocacy NGOs and teach them the methodology of planning, conducting and evaluating public campaigns. SESSION C: Methods of identifying problems and opportunities in public space (Radoslava Krylová and Jaroslav Biolek); The session will introduce students to the basic methods by which they can identify problems and opportunities in public space, in the context of participatory planning and with regard to different target groups. SESSION D: Participatory process planning and examples of good practice (Radoslava Krylová and Martin Nawrath); The session will introduce students to participatory process planning and show how to think about the overall participatory decision-making process in the context of it's topics, target groups and specific techniques and methods. SESSION E: Basics of facilitation (Martin Nawrath); The session will introduce students to the basics of facilitation, including facilitator preparation, facilitation skills and partial facilitation techniques. It will also place facilitation in the context of participatory processes. SESSION F: Final student debate, course reflection (Milan Hrubeš) and evaluation (Radoslava Krylová); On the basis of the final student debate and its reflection, the session will open a space for reflection on the course and linking the theoretical framework with the practical sessions. Students will thus have the opportunity to situate specific tools of participatory democracy within the broader framework of public participation in contemporary democracies.
