Course objectives
At the end of learning period of the course, students should: understand the main concepts and features of public administration; be aware of the legal framework of public administration in the context of its development; be aware of the role of public administration in making and carrying out political decision; be able to analyze a concrete administrative procedure or act; be able to design administrative procedure towards solutions of a public policy issue.
Syllabus
  • 1. Key features of public administration: Concepts. State administration. Self-governing bodies. 2. Legal and financial framework: Law-making. Public budgeting. State and public entities in economic terms. 3. Processes of public administration: Administrative procedure and administrative acts. Judicial review.

Teaching methods
Lectures supported by reading and moderated group discussions.
Assessment methods
Written test and essay form the exam. Grading criteria: A = 35 - 40 points, B = 30 - 34 points, C = 22 - 29 points, D = 15 - 21, E = 9 - 14, F = 8 points and below. The test (max. 20 points) comprises 10 multiple choice questions. Essay (max. 20 points) should present a student´s proposal for the course of an administrative procedure, or student´s exegesis of a concept of public administration.
