- Course objectives
- This course explains and gives an overview in a system of polish local self-government. The course presents theory, history, legal basis and law system about polish local self-government. In the classes teacher presents law acts about this subject, from Constitution of The Republic of Poland to exemplary acts of law issued by organs of local government. In the system of local self-government in Poland especially position has local government in Capital City of Warsaw. By the example of Warsaw the course presents question about penal responsibility of local govenrment office workers in Poland.
- Learning outcomes
- At the end of the course, students should be able to:
- understand and explain hierarchy of sources of law in polish law system;
- understand system of polish administration;
- understand system of polish local self-government;
- understand special position, system and contemporary problems in local government in Warsaw;
- work with typical polish acts of law. - Syllabus
- 1. Local self-government in Poland – theory, history, legal basis.
- 2. Local self-government in communities.
- 3. Local self-government in districts (powiats).
- 4. Local self-government in voivodeships.
- 5. Acts of law issueds by organs of local government.
- 6. Specificity of system of Capital City Warsaw.
- 7. Legal position of districts in Warsaw.
- 8. Practical aspects of local self-government in Warsaw. Selected problems.
- a. Real estate management, especially problems of reprivatisation in Warsaw.
- b. Municipal economy in Warsaw;
- c. International coopearation of local self-government of Capital City of Warsaw.
- 9. Penal responsibility of local govenrment office workers in Poland. Case study.
