Establishment of new Research Groups with Michal Šmída and Robert Vácha as Research Group Leaders 29^th May 2017 BACKGROUND TO PROPOSAL The call for (junior) research group leader positions was announced on 15^th December 2016. Deadline for applications in the call for 31^st January 2017. Public presentation of shortlisted candidates took place on 3^rd April 2017. Applicants: 10 applications received in term (20 % females), 4 applicants short-listed (25 % females). The search committee was chaired by Karel Říha and consisted of Richard Štefl, Jiří Fajkus, Šárka Pospíšilová, Josef Humlíček, Ivan Rektor, Mary O’Connell, Jaroslav Koča, Petr Dvořák, Pavel Tomančák. The work of the search committee was supported by two independent external reviewers (Petr Svoboda, Petr Šebo) selected upon nominations by members of the search committee. Interviews by the search committee took place on 3rd April 2017. The search committee has determined that Michal Šmída and Robert Vácha are suitable candidates to form a new research group, and has recommended their appointment as (junior) research group leaders. Proposal to establish research groups of Michal Šmída and Robert Vácha were deliberated in the Director´s Board on 24^th May 2017. With the advice of the Director´s Board, therefore, the Scientific Board is hereby requested to express, through a per rollam vote, an opinion of no objection to establishing these new research groups. The advisory function of the Scientific Board is based on Article 11, Section 3c) of the Rules of Organization of the CEITEC MU. NEXT STEPS Pursuant to Article 5, Section 1 of the Director’s Measure 6/2016 Internal Budget Rules, the Director has determined the amount of the Institute’s contribution to the budget of each of these new research groups as a fixed amount of 1,8 mil CZK per year (effective from the date of establishment of the respective group and, thus, subject to proportionate reduction in 2017), replacing all the components of the Institute’s contribution listed in Art. 4 of the Internal Budget Rules, which will apply for a period of 2017-2019. After this period, standard budget regime will be used (Article 4). OTHER PROVISIONS Space allocation, transfer of property, personnel and grants is subject to written agreement between the new junior research group leaders and research group leaders who currently are their superiors, which remains pre-condition to final approval and signature of the relevant organizational decision. TIME ASPECT Subject to advice of the Scientific Board, and on the condition of settlement of non-financial arrangement as stated above, the decision will be finally taken as planned effective from 1 July 2017. New research groups will be due for evaluation as junior research groups by the CEITEC International Scientific Advisory Board in 2020.
