Eliminating security risks masaryk university EMERGENCY MANAGEMENT SYSTEM AT MU The system relies on two main bodies:  — SECURITY EMERGENCY BOARD – Includes key persons to quickly and flexibly respond to urgent matters  — EMERGENCY COMMITTEE – A broader body to deal with more complicated matters requiring systemic solutions EMERGENCY MANAGER The Emergency Manager:  — proposes systemic measures in the area of security at Masaryk University  — is responsible for and coordinates the implementation of measures approved by the MU Security Emergency Board or the MU Emergency Committee  — ensures the functionality of the mass emergency communication system  — makes sure that all the MU emergency contacts are up to date  — is responsible for the effectiveness and updating of security training provided to staff and students  — in the event of emergencies and crisis situations, he or she comprehensively coordinates communication across the University, e.g. ensures the activation of mass emergency communication via text messages (SMS alerts), maintains contact with the Police of the Czech Republic and components of the Integrated Rescue System  — reports to the Technical Operations Office of the MU Rector’s Office EMERGENCY COMMUNICATION AT MU MU emergency communication is conducted in two directions:  — Between the Police and MU: managed by the Police, who ensure: a)  that information about an emergency reaches the MU management (Rector or Bursar) b)  communication with the persons designated for the given building or complex – these persons provide the police with information on the current situation in the building  — Within MU: managed by the Emergency Manager, who ensures: a)  the activation of mass communication via SMS alerts to inform the relevant groups of students and staff or the University as a whole Only the persons who have entered their emergency contact details will be informed b)  subsequent emergency communication within the University (Rector + Secretary, Director + Deputy) SECURITY MEASURES AT MU Based on the recommendations of the Police of the Czech Republic, MU primarily implements the following priority measures:  — provides information on all MU buildings to the police in an agreed format  — provides the police with all necessary emergency contact details  — implements technical measures recommended by the police  — the management bodies of each faculty and other economic units have information on who to contact when organising events with large gatherings MU is launching an early warning system via SMS using emergency contacts for all MU staff and students listed in the INET and IS. Main advantages:  — sends an SMS alert message to the affected groups whenever a threat arises  — can reach either a selected group of students and staff or the whole university in a short time, depending on the situation TRAINING FOR STAFF AND STUDENTS Online training course “How to respond in an emergency – active attacker”  — offered to all staff and students  — freely available in the IS for all MU staff and students – can be completed repeatedly  — based on the materials and recommendations provided by the Police of the Czech Republic  — explains basic rules such as “Run, Hide, Fight!” and includes video content Further training in cooperation with the Police:  — training courses for university security personnel  — active training of staff involved in emergency communication and building security  — training for people with special needs (in cooperation with Teiresiás) WHEN TO CONTACT THE POLICE – 158 In the event of a real threat when:  — you see an attacker  — you hear gunshots or explosions  — you have identified any activity that poses a clear threat to you or your surroundings SUSPICIOUS CONDUCT (sudden change in behaviour, reclusiveness, psychological problems, suicidal tendencies, verbal threats, hateful articles or threats published on social media, extremist tendencies or similar)  — maintain a respectful attitude when communicating with colleagues, classmates or co-workers  — the importance of prevention: notice that something may be happening and pay attention to it!  — if you are concerned, contact a teacher or faculty advisor; members of staff should inform their supervisor; you may also contact the MU Student Advisory Centre, email: poradenstvi@muni.cz  — offer appointments with psychologists and therapists from the MU Student Advisory Centre (counselling), consultations can be conducted in Czech, English and Ukrainian, email: psycholog@muni.cz EMERGENCY TELEPHONE NUMBERS  — All the numbers below are available 24 hours a day  — The lines are free of charge  — They can also be called from mobile phones without credit 112 – EUROPEAN EMERGENCY PHONE NUMBER  — For incidents requiring more than one emergency service  — This line connects to all components of the Czech Integrated Rescue System  — Operators speak foreign languages  — The line can also be called from a phone without a SIM card 150 – FIREFIGHTERS  — Call in case of fires, accidents, and whenever rescue and debris cleanup work is needed in disaster situations 155 – EMERGENCY MEDICAL SERVICES  — Call in case of serious injury, illness or failure of basic life functions 158 – POLICE OF THE CZECH REPUBLIC  — The number to call to alert the police in situations where someone’s life or safety is threatened by someone else’s violent behaviour 156 – MUNICIPAL POLICE  — Call in case of offences against public order (disorderly or disgraceful conduct, damage to property, etc.)
