Robert Helán Rules for Studies and Examinations for Students in Bachelor’s and Master’s Degree Programmes Part One General Statutes Article 1 Introductory Statutes (1) The Rules for Studies and Examinations for Students in Bachelor’s and Master’s Degree Programmes (henceforth “Rules”) set forth the procedures for study in the Bachelor’s and Master’s degree programmes (henceforth “programmes”) held at the faculties of Masaryk University in Brno. These Rules also apply for study in programmes that are held at the level of Masaryk University in Brno (henceforth “MU”). (2) The Rules are based especially on Institutions of Higher Education Act No. 111/1998, and the alterations and amendments thereto as amended (henceforth “Act”) and the Statutes of Masaryk University in Brno (henceforth “Statutes”). (3) These Rules are binding for and apply to all the MU, its elements, students and staff as well as other persons as stipulated in the institutions herein. Article 2 Basic statutes (1) The Dean or sub-Dean appointed by the Dean, are responsible for the organization, administration, and control of studies under a given programme at that particular faculty; at the level of MU the Rector or sub-Rector appointed by the Rector. The Dean may delegate the authority for organization of study, or a defined part of, to appointed academic staff (2) The information which is to be made public as stipulated by these Rules will be communicated to the public through the IS MU, unless otherwise specified by these Rules. (3) In the events specified by the appropriate regulations, information will be also communicated to the public by means of: a) the official MU bulletin boards or the official bulletin boards of the MU faculties b) the catalogue of courses of the faculties, c) the institutional www-pages of MU and its faculties Article 3 Schedule of academic year (1) The academic year is twelve months in duration and is divided into fall and spring semesters. The beginning date of the academic year is determined by the Rector. A semester includes at least one week set aside for enrollment to semester, no less than three week subjects registration period for study (henceforth “courses”), no less than twelve and no more than fifteen weeks of instruction, and at least six weeks of examination period so that: a) The examination period shall not overlap instructions and shall precede the next semester subjects registration period., b) The subject registration period for a semester shall end not later than elapsed fifth work day following the instructions opening date of that semester, c) The subject registration period shall end not later than elapsed thirteenth calendar day following the instructions opening date of that semester except subjects of course block or special time regime; its Dean’s responsibility to stipulate rules of such subjects registration. The remainder of the semester is holiday. (3) The time schedule for the academic year is given by timetables of MU and faculties. The timetables are set each year by the Rector after consultation with the Deans so that all faculties begin instruction on the same date, and so that a testing period of no less than three week duration takes place simultaneously at all of the faculties. The timetables further determine the semester subject registration periods (Article 11). Article 4 Programmes (1) Programmes accredited at MU are grouped into areas of study (henceforth “area of study”). Areas of study may be further divided into study specialisations (henceforth “specialisations”). Programmes are generally held at the faculties. (2) The list of programmes accredited at MU, divided into areas of study, including the faculties which provided them, is given in Appendix 3 of the Statutes. (3) The documents that based rendering the decision on the program accreditation, including the contents of a programme according to Section 44(2) of the Act are posted in full on the www-pages of MU and the faculties. (4) No later than 31 May, MU and each faculty will fill in the IS MU with the items of Catalogue of Courses for the next academic year: a) The timetable for the academic year for MU and the faculty b) a complete list of courses available for the students to register in the following academic year, including number of contact instruction classes, credit values (Art. 6 para. 2), prescribed completion options and lecturers’ names (see Catalogue of Courses);, b) A complete list of courses available for the students to register in the following academic year,, including number of contact instruction classes , credit value (Art. 6(1)), predetermined methods of completing them and names of lecturers, c) description of courses to include annotations and curriculum of courses and subject termination scope and formal requirements, d) conditions that limit the subject registration, if applicable, especially the prerequisites and marking for required and required elective subjects (Art. 11 para. 5), e) The regulations for determining plans of study under each of the programmes, areas of study, and specialisations to be undertaken by the students in the following year, including registration conditions of the subjects mentioned under b), f) Recommended plans of study for each programme, area of studies, and specialisation to be undertaken by the students in the following year, in the form of scope-based study time sequence draft within standard period, g) The complete Rules and all pertinent regulations of the faculty or Dean’s measures or reference to their location, h) Lists of persons that are responsible at each faculty for correct content and formal realisation of each programme, methods of solving situations of schedule conflict involving studies in the programme. (5) By the same date, the MU and each of its Faculties public a hardcopy version of the Study Catalogue comprising mostly the data mentioned under para 4a), b), e) through g). In the event of data discrepancy in IS MU and Study Catalogue hard copy, IS MU entries prevail. Article 5 Inter-university and inter-faculty studies (1) Inter-university study is considered to be studies a) in programmes accredited by MU involving participation by other legal persons named in the accreditation certificate, b) in programmes accredited at other institutions of higher education involving participation by MU as a other legal person named in the accreditation certificate. (2) Inter-faculty study is considered to be studies a) single-area study participated, in substantial rate, by other MU faculties in accordance with the accreditation documents, b) multi-area study comprising areas belonging to programmes accomplished at various MU faculties mentioned in the accreditation certificate. (3) The regulations for providing inter-university or inter-faculty studies are defined by an agreement signed between MU and other institution of higher education or other legal person named in paragraph 1 or by an agreement signed between those faculties of MU. (4) For an inter-faculty single-area study, the student enrols for study at the faculty that is mentioned in the accreditation certificate. For an inter-faculty multi-area study, the student enrols for study at one faculty of those that carry out the programmes where the multi-area study areas are embodied. The faculty shall be determined in an agreement under paragraph 3 and the student enrols for corresponding programme at the faculty. (5) An agreement under paragraph 3 contains primarily a) entrance examination rules, b) method and dates for study records handover between the parties of the agreement, c) weekly schedule-making rules, d) agreement on the course of the state final, or for medical areas state rigorous, examinations (henceforth “state examination”) and an agreement on the method of composing the board of examiners, e) diploma pattern, f) agreement on payments for inter-university study implementation, g) determination of faculty at which the students of the individual multi-area study types shall enrol, h) identification of the academic staff or employees responsible for study organization and study-collisions solution, if any, during study. Part Two Studies Section 1 Organization and record of studies Article 6 Credit system (1) Fulfillment of the requirements of studies in a programme (henceforth “studies”) and their duly completion is evaluated through a credit system based on the principles of the European Credit Transfer System (henceforth “ECTS”). (2) The basic unit of studies in a programme is the course. The amount of study necessary to complete a course is expressed in an assigned number of credits (henceforth “credit value”). (3) The credit values of each courseare determined in line with the rules that apply to the programme, within which the subject is carried out at the faculty providing that particular programme (4) A condition for completion of studies in all programmes (areas of study, specialisations) is the acquisition of credits awarded for completing the courses within a prescribed plan, the overall count of which reaches at least the minimum credit value of studies. The minimum credit value of studies h is set at thirty times the standard period of studies in a programme expressed in semesters. With programmes that combine two or more areas of study (Art. 5 par. 2 letter b)), the minimum credit value is set as the weighted average value established for the individual areas of study. (5) In the event of studying more than one programme/area/specialisation at MU, the student counts the subjects and credits obtained for their completion in favour of the parallel studies (Art. 7 para. 1) so that the following enter the records of particular study a) all subjects registered for the study by the student, b) all subjects related to the study as required or required elective registered for another study by the student. The subjects mentioned under b) count, further, for interrupted study at the moment of reenrolment for the study (Art. 10 para. 2). Article 7 Student records (1) The record of studies of each student of MU is entered into the student record of the IS MU. For the purposes of the record, study is understood as a) student’s study in a programme to include making an entry in area or in specialisation, b) student’s study in a programme to include making an entry in the areas of multi-area study. Every entry of such a student’s study is kept as an individual record (henceforth “parallel studies”). (2) MU will issue to the student or former student upon request a student transcript according to Section 57(1b), and (3) of the Act, this in the form of a printout taken from the record of studies as mandated under par. 1. (3) The Examiner (Art. 16 par. 4) or the Chairman of the examination commission (Art. 23 par. 1) is responsible for that the result of each student’s subject completion is entered in IS MU not later than in seven work days after the completion, however not later than on the fifth day following the examination period expiration, whatever comes first. (4) Study office is required to provide the student upon request or of their own accord with a certificate of courses completion. This document shall be issued not more often than once a semester by printing out the completion results taken from the record in IS MU. If the information in a previously-issued certificate of courses completion is in conflict with the information in the record of studies maintained under par. 1, the information contained in the certificate of courses completion applies. Article 8 Courses and course blocks (1) For purposes of these Rules, courses and blocks of courses that are part of the programmes held at MU, at the MU faculties, or at other institutions of higher education, are classified as required, required elective, and elective. This description of a course or block always relates to a particular studies (Art. 7 par. 1). The subjects open by the faculties or university institutes beyond the programme framework are elective. (2) Required courses are those whose completion as well as manner of completion is mandatory. A required block is a set of courses from which it is mandatory to complete a certain number, including a prescribed manner of completion, or a minimum number of credits. A required elective is a course that is part of a required block. Other courses are elective related to a particular studies. (3) Bachelor’s theses and diploma theses are required or required elective in the programmes that contain them. The student has the right to propose the topic of his Bachelor’s or diploma thesis on the basis of the selection of topics for the given programme (area of studies, specialisation), or in some cases outside that selection. If the accreditation materials of a programme require a date by which the student must propose a Bachelor’s or diploma thesis, and the student does not do so, the Dean will assign him a topic from the selection for the given programme, area of studies, or specialisation. (4) For the purposes of fulfilling content requirements for study, only credits for courses the content of which is not identical or substantially overlapping may be recognized. The Dean or Rector will appropriately limit the right of students to register, enroll, or have recognized, credits from overlapping courses. (5) For particular elective courses for which the content of study activities is substantially different each time the course is offered, the Dean of the faculty providing the programme may determine the possibilities for repeating the course more than once during the period of studies, and the accumulation of credits thus acquired. Enrollment and completion of courses repeated in this manner is not a repeat course in the sense of Art. 21. Article 9 Instruction (1) Instruction at the MU faculties will be conducted by means of lectures, exercises, seminars, practical training, laboratory exercises, practise, excursions, internships, area work, courses, and consultations. (2) For students, participation in instruction is mandatory, with the exception of lectures and consultations. Participation in required types of instruction according to par. 1 may be exchanged for other requirements, if thus determined and specified in detail by the description of courses (Art. 4 par. 4 letter c). (3) Instruction during semesters is organized according to a weekly schedule, with the exception of courses that require block instruction, and are designated as such in the programme. The weekly schedule is furnished by the faculty so as to respect recommended programmes of study, their areas of study and specialisations, and to minimize the time conflicts between the courses for which individual students are concurrently registered. Section 2 Conduct of studies Article 10 Enrollment for study, and repeat enrollment (1) An applicant accepted to a programme held at a faculty at MU receiving the acceptation certificate obtains the right to enroll for studies, and to enroll for the first semester at that faculty. Applicants have a right to be enrolled for studies in all programmes to which they have been accepted. The applicant becomes a student of MU, and is enrolled at the appropriate faculty as of the day of enrollment for studies. (2) Persons whose studies (Art. 7 par. 1) have been interrupted (Art. 13) have the right to reenroll for studies and the right to enroll for the next semester (Art. 12) as of the date the interruption of studies is ended. A person becomes a student at MU enrolled at a particular MU faculty on the date of his reenrollment for studies. The period for enrolling for the next semester is determined on the basis of Art. 13 par.2. (3) Období pro zápis do studia a zápis do semestru (čl. 12) je stanoveno harmonogramem akademického roku. Zápis do studia, respektive opětovný zápis do studia, je nutné provést osobně na fakultě, která uskutečňuje program, popřípadě na fakultě stanovené podle čl. 5 odst. 5. Osoba, která nemůže provést zápis ve stanoveném období, může požádat o náhradní termín, a to nejpozději poslední den období pro zápis. Pokud o náhradní termín nepožádá, případně neprovede-li zápis v určeném náhradním termínu, její právo zápisu do studia zaniká. (4) Osobě, jíž zaniklo právo na zápis do studia nebo opětovný zápis do studia, popřípadě studentu jemuž ve studiu nevzniklo právo na zápis do následujícího semestru (čl. 12 odst. 1) je ukončeno studium podle § 56 odst. 1 písm. b) zákona. Na postup při rozhodování v této věci se vztahuje § 68 zákona. Article 11 Registration and enrollment for courses (1) In the period specified for next semester subject registration (Art. 3 para. 2.c)), the student shall make a choice of subjects for each of his/her study in IS MU that are to be completed within the semester of study (henceforth “subject registration”). (2) Students apply for enrollment in courses for a given semester by registering through the IS MU (henceforth “registration”) during the period set aside for registration, as mentioned in the academic year timetable, or within the subject registration period, if necessary. (3) The period of registration will be set by the Dean so that its beginning precedes the first day of the period of enrollment for courses. (4) For individual courses the Dean of the faculty has the right to require registration sufficiently in advance of enrollment in courses so that information from registration can be used to assist in setting the schedule or in determining which of the courses will actually be offered for enrollment. This obligation does not apply to semesters immediately following enrollment for studies and to repeat enrollment for studies. (5) The maximum number of students that are to be enrolled in a course may be limited by the Dean in case of special need. In such a case appropriate precedence is given to students who have fulfilled the prerequisites for these courses, and for which these courses are required, or required electives in their programme. The exact conditions for this prioritisation are set by the Rector, and are made public to the entire MU before the beginning of registration. After enrollment of the limited-capacity courses, priority is given to the students who registered for the course earliest. (6) The student shall follow the programme (area, specialisation) study plan composition guide when registering the subjects. Enrollment into courses registered for may be conditioned upon previous successful completion of courses as specified in the programme. (7) For elective courses, where the specific content or form of the course demands, the Dean may set in advance further conditions for enrollment in that course. (8) With enrollment in the course the student acquires the right to participate in all aspects of instruction or other study activity necessary to complete the course. (9) The student may cancel enrollment into a course only in the period set forth for subject registration, except registration of block-course structure subjects or of special time regime, for which the rules are stipulated by the Dean of the faculty that carries them out. (10) The Dean is authorized to cancel a course if there are fewer than predetermined number of students enrolled or registered for the course. Students who have had their enrollment cancelled in such courses gain the right to late enrollment in courses with the equivalent credit value. Article 12 Enrollment for semesters (1) Student získává právo na zápis do následujícího semestru ve studiu (čl. 7 odst. 1), jestliže a) splnil podmínky pro tento zápis stanovené příslušným programem (§ 62 odst. 1 písm. e) zákona) a současně b) splnil podmínku zápisu do následujícího semestru podle odstavce 2. (2) Podmínku pro zápis do následujícího semestru ve smyslu odstavce 1, písm. b) splňuje student, který úspěšně ukončil všechny opakované předměty (čl. 21 odst. 1) zapsané v bezprostředně předcházejícím semestru a současně vyhověl některému z následujících požadavků: a) získal v některém svém studiu alespoň 15 kreditů za předměty zapsané v bezprostředně předcházejícím semestru, b) získal v některém svém studiu alespoň 45 kreditů za předměty zapsané ve dvou bezprostředně předcházejícím semestrech, c) dovršil minimální kreditovou hodnotu některého ze svých studií a doba studia v žádném z nich nepřesáhla standardní dobu. (3) In accordance with the accreditation materials for the given programme, further conditions may be set for enrollment in subsequent part of studies, related primarily to student register entry in the area or specialisation within the programme. The student shall make enrollment for the next semester through record in IS MU. . (4) The duties of a student who cannot carry out the tasks necessary for a valid enrollment during the period set by the timetable for the academic year are posted according to Art. 10 par. 1 and 2. (5) The duties of a student right to enroll for the next semester has not become applicable expiring the last day of the enrollment period are posted according to Art. 10 par. 4. Article 13 Interruption of studies (1) A student may interrupt his studies upon request. The Dean will comply the student fulfils the conditions for enrollment in a subsequent semester, and has successfully completed at least two semesters of study (Art. 12 par. 1 and 2). Otherwise the Dean decides on the basis of the reasons given for the application. When the Dean decides to affirm the application, he/she is entitled to stipulate other conditions of enrollment for semester immediately following the study reenrollment. (2) The Dean may interrupt a student’s studies in accordance with Art. 22 par. 9. (3) The period of interruption of studies is generally set na dobu celých semestrů zvětšenou o zbývající část of the semester in which the request has been submitted,except in cases of par. 5 and Art. 22 par. 9 . The sum of all periods of interruption in a given programme may not exceed the number of semesters consistent with the standard period of study. (4) The period of interruption of studies may be set until the beginning of the examination period of the last semester of the period of interruption of studies in relation to an application for the state examination or it’s last part and the remaining related obligations of the student. (5) If the period of interruption of studies has not yet ended and the reasons for the interruption have ceased to apply, the Dean may permit reenrollment in programme studies upon request by the student. (6) On the date of interruption of studies or of the last studies of programme in which he was enrolled the student ceases to be a student of MU. Article 14 Acknowledgement of previously completed parts of studies (1) Upon request the Dean may acknowledge courses completed a) in previous studies at MU or b) in previous or parallel studies at an institution of higher learning in the Czech Republic or c) in previous or parallel studies at an institution of higher learning abroad or d) in previous or parallel studies in the lifelong education programmes (Section 60(2) of the Act) for a student’s studies. The Dean may also acknowledge a family of subjects completed according to paragraphs a) through d) if their scope comply the prescribed subject requirements in lieu of a subject prescribed for the study. Only the subjects related to the study they are to be acknowledged for, required or required elective or other subjects as defined by the Dean may be acknowledged from the previous study. previous study is understood study terminated in accordance with § 55 or 56 of the Act. (2) Along with the request in accordance within par. 1, except subjects completed in accordance with a) whose documentation is available in IS MU, the student will submit a) official documentation of successful completion of each course, including any grades and the number of credits gained, except subjects completed in accordance with a) whose documentation is available in IS MU and number of failed subject completions, if any, and b) an officially documented summary of each course, with any description of the place in the programme, area of studies, or specialisation in which it was completed. (3) Acknowledgement of a course may be conditional upon the passing of equivalency examinations or other equivalency requirements. The Examiner, or the method of confirmation of equivalency requirements is determined by the Dean. The original evaluation of the course is replaced by an evaluation of the successfully completed equivalency exams or equivalency requirements. (4) Courses, blocks, or segments of uncompleted studies may be acknowledged if the time elapsed since the end of semester the previous study finished, has not exceeded 10 semesters.. (5) Alongwith the subject, its grading including failed attempts of completion are acknowledged. If the rules as stipulated for the programme, the subject credit value may be acknowledged except situation subject to institutions under item 6. if the acknowledged subject was not credited, the credit value shall be determined based on the rules applied to the programme the subject is to be acknowledged for. (6) A subject or family of subjects from previous properly completed study (§ 55 of the Act) may be acknowledged with credits under the level by which the credits gained in the study exceeded the level gained as thirty fold time of completed study expressed in semesters. If the gained credit value is unknown, the subjects are acknowledged with zero credit value. (7) The credit value of the acknowledged subjects excludes from the credit number crucial for assessment of meeting the conditions for next semester enrollment (Art. 12 para. 2). Article 15 Completion of studies (1) Studies in a programme are completed a) by passing final state exams or state doctorate exams according to Section 45(3) or Section 46(3) of the Act (henceforth “duly completed studies”), b) loss of the right to enroll according to Art. 12 par. 1,2,3, or 4 (Section 56(1b) of the Act), c) termination of studies (Section 56(1a)) of the Act, d) expulsion from studies in accordance with Section 65(1c) or Section 67 of the Act (Section 56(1e) of the Act). e) cancellation or expiration of accreditation in accordance with Section 80(4) of the Act (Section 56(1c) or (d) of the Act). (2) On the date of completion of studies in a programme, that is a) in accordance with par. 1 a) the date of taking the final part of the final exams or state doctorate exams, b) in accordance with par. 1 b) or d) the date when the appropriate decision takes legal effect, c) in accordance with par.1 c) the date of delivery to the faculty of a written statement of termination of studies d) in accordance with par. 1 e) the date determined by Section 56(2) of the Act. (3) A person ceases to be a student at MU on the date of completion of his studies or the last of his parallel studies. (4) Persons whose studies in a programme have ended according to par. 1 e) will receive from the Dean on the date of ending of these studies an enrollment into a programme similar in content held at the faculty, MU, or another institution of higher education. (5) In completing studies according to par. 1 a) a graduate receives a university diploma and certificate of final state examination according to Section 57 of the Act. Section 3 Evaluation during the course of studies Article 16 Completion of courses (1) To complete a course means to fulfill its requirements in one of the following ways: a) course-unit credit b) colloquium c) examination d) graded course-unit credit (2) The fulfillment of all requirements for a block of courses explicitly thereby determined in the programme is tested by a comprehensive examination before an examination committee. (3) If the programme requires it, the enrollment of a student into the next semester is conditional upon the passing of an advancement test before an examination committee, která ověřuje znalosti podle požadavků určených v programu. (4) The meeting of the requirements for completing a programme in the ways listed in par. 1 is determined by an academic official (henceforth “Examiner”) whose authority is based on the internal procedures of the faculty or appointment by the Dean. The commission for comprehensive examinations and advancement tests is appointed by the Dean. (5) The deadlines for completion of a course according to par. 1 or block of courses according to par. 2 must be posted at least two weeks before the beginning of the examination period by the examiner or the examination commission chairman or any other academic staff entitled by the Dean, in IS MU. (6) The regular dates for completion of courses are scheduled for the examination period, or for the last two weeks of instruction in a semester; excepted are courses with block instruction and subjects of special time regime whose regular dates for completion may come during the semester’s instruction period. The regular date for course unit credit or graded course-unit credit may be set at any time during the period of instruction upon the request of the student, provided the student fulfills the requirements for completing the course. Remedial dates are scheduled during the examination period. In case of colloquium or examination remedial dates also may be scheduled a) for the instruction period of a subsequent semester, at the latest thirteen days after the beginning, or b) during the examination period of the immediately following semester; however, before the beginning of instruction when the course is held again. (7) For combined or distance studies the Dean may allow examinations in individual courses outside the examination period for a semester. The institutions of item 6 are not binding hereat. (8) In the case of completion of a course by colloquium, or examination, or comprehensive examination, or advancement tests, the student is required to apply for a date by means of the IS MU. The Dean may set the procedure in the event that the student does not do so during the period established for the individual dates. (9) If a student does not appear at the determined time for the completion of the course for which he has applied or is scheduled, and does not explain his absence within five days of the missed date, he is considered to be unsuccessful in completing the course. (10) If intermediate checks in the semester are precribed for subject succesfull completion and their results count for the final evaluation, the examiner lie under an obligation of setting remedial dates for the students who missed the regular dates without citation of serious reasons. The examiner is obliged to publish the intention of this institution application alongwith the requirements for the subject completion (Art. 18 para. 1, art. 19 para. 1). Article 17 Grading scale (1) The grading scale corresponds to ECTS principles and consists of the following: grade letter grade point grade letter grade p.t symbol value symbol value excellent A 1 very good minus D 2.5 excellent minus B 1.5 good E 3 very good C 2 unsatisfactory F 4 The grades are recorded in IS MU in alphabetical symbol. The numeric value is used for average grading calculation. (2) At any phase the grade point average of a student is the weighted average of grade point values from all courses that count for student’s study record (art. 6 para. 5) including the evaluation of unsatisfactory. The weight of a grade point value is in both cases determined by its credit value. Article 18 Course-unit credit and graded course-unit credit (1) Courses whose requirements are fulfilled during the course of instruction, organized into weekly or block schedules, are completed through course-unit credit or graded course-unit credit. The instructor is obligated to post the requirements for completing the course within two weeks at the latest after the beginning of instruction. (2) If the student does not fulfill within the regular time period the requirements for course-unit credit or graded course-unit credit in a course which has not been enrolled as a repeat course according to Art. 21, the student has the right to fulfill them on the remedial date during that same semester, of which there may be no more than two. (3) Course-unit credit is evaluated with the words “credited” or “not credited” (in the IS MU, the letters Z (“započteno”) or N (“nezapočteno”)). A graded course-unit credit is evaluated with the words “credited” and a grade (in the IS MU a letter or numeric value), or “not credited” (the letter “N” in the IS MU). Article 19 Colloquia and examinations (1) Courses a large part of which take place outside the time for instruction as set by a weekly schedule are completed by colloquium or examination. The instructor is obligated to post the requirements for completing the course within two weeks at the latest of the beginning of instruction. (2) If the student does not successfully pass the colloquium or examination within the regular deadline in a course in which he is not enrolled as a repeat course according to Art. 21, he may repeat the colloquium or examination in that same semester, one time at most. The Examiner may allow a postponement of the last remedial date to the examination period of the following semester. If the student does not pass in the first remedial date, he may under special circumstances repeat the colloquium or examination a second time: he may take advantage of this privilege five times at most during the entire course of studies within a programme. (3) Application to take an examination or colloquium may be conditioned upon fulfilling requirements during the course of the semester’s instruction. The results of evaluation of such a requirement may be included in the evaluation of the colloquium or examination. Such requirements are posted according to Art. 18 par. 1. (4) A colloquium is the completion of a course by discussion on the general content of a course, or by submission of written work dealing with a topic within the course. A colloquium is evaluated by the words “passed” (in the IS MU the letter P) or “did not pass” (in the IS MU the letter N). (5) An examination may be written, oral, or written and oral. An examination may have more than one part, which may be held on different days. The results of an examination are evaluated according the grading scale. Article 20 Comprehensive examination (1) The rules for being admitted to take a comprehensive examination are specified by the programme. (2) An comprehensive examination consists of one or more parts, of which one may be in the form of discussion on the topic of a semester’s or thesis, if these were assigned. The other parts are written or oral. The individual parts of a comprehensive may take place on different days. (3) The results of a comprehensive examination are evaluated according to the grade scale for state final exams or state doctorate exams (Art. 24 par. 1). (4) The commission for an comprehensive examination is appointed by the Dean. Its composition and actions are derived as appropriate from Art. 24. (5) If the student does not pass a comprehensive exam within the regular period for a course in which he is not enrolled as a repeat student in accordance with Art. 21, he has the right to repeat the examination twice in that same semester. The Dean may allow the postponement of the last repeat examination to the examination period of the following semester. Article 21 Repeating a course (1) If a student has not successfully completed an enrolled course, he must repeat it, but only one time at most (henceforth “repeat” course), provided this possibility is not expressly prohibited by the accredited programme. The student is required to take the repeat course in the first semester in which instruction is held. (2) The student is permitted, upon his own decision, not to fulfill the requirement to repeat in accordance with par. 1 in courses which are not required for completing the programme or area of studies, for up to ten percent of the overall credit value of the courses that the student has enrolled for and successfully completed during studies in the programme. (3) The stipulations in par. 1 also apply to comprehensive examinations. (4) The Dean may declare in the catalogue of studies that the requirement to repeat according to par. 1 does not apply to particular elective courses. Section 4 Duly completed studies Article 22 State final examinations and state doctorate examinations (1) Studies in a programme are duly completed by a state final exam or state doctorate exam before an examination commission. The holding of and announcement of results of state examinations are public. (2) The state final exam is made up of parts, of which one is the defense of the Bachelor’s thesis, if this is required in that Bachelor’s programme, or the diploma thesis. The state doctorate exam consists of one or more parts. Individual parts of the state examinations may be held on different days. (3) Defense of a bachelor’s or diploma thesis is oral. Other parts of the state final exams or state doctorate exams (henceforth “state exams”) are written or oral, or written and oral. Permission to take the other parts of state final exams is not conditional on the defense of a bachelor’s or diploma thesis. (4) Regular and remedial dates for state exams for each programme and area of studies are set by the Dean in accordance with the timetable for the academic year. The dates for the state exams and the composition of the examination commission must be posted on the IS MU and the official bulletin board of the faculty, or a designated place on the bulletin board, at least two weeks before the the first part of the state exams in a given semester period is held. (5) The student is required to apply for the state exam or its first part either for the period set aside for state exams in a semester in which he has fulfilled all the necessary requirements, or for the semester following. If he does not do so, he may be scheduled by the faculty for the first free regular date of the later term, unless he has exceeded the standard period for studies. (6) The conditions for admission to a state exam, or its individual parts and courses, and their sequence and requirements, are contained in the degree programme. (7) If the student scheduled for a state exam is not present for any of its parts on the date set, without having excused himself in a satisfactory manner within five days of that date, that part of the state exam is evaluated as “unsatisfactory”. (8) A student whose state exam taken in the regular period is evaluated with the overall result “unsatisfactory” (Art. 24 par. 2) may repeat it in the following semester during the remedial period. (9) A state exam may be repeated two times at most. The student repeats only those parts which have been evaluated as “unsatisfactory”. In the interim between the dates of the repeated state exam the Dean may interrupt the student’s studies. Such an interruption period is not counted in the overall period of interruption according to Art. 13 par. 4. Further conditions for organizing remedial dates and applying to take them are set by the Dean. (10) The last part of the state exam in a programme must be taken by the student at latest during the semester after the completion of which twice the standard period of studies has gone by since the enrollment of the student in the programme. The studies in a programme of a student who does not successfully complete the state exam within the proper period are terminated according to Section 56(1b) of the Act. Article 23 Examination commission (1) The state exam takes place in all of its parts before an examination commission (henceforth “commission”), which is appointed by the Dean according to Section 53(2,3) of the Act. The Chairman of the commission is appointed by the Rector on recommendation of the Dean. The Chairman of the commission conducts its activities and is responsible for them. The commission’s term of service is at least one year and at most five years. (2) For each part of the state exam the commission has a quorum if at least three of its members are in attendance. The commission makes decisions by a simple majority of members in attendance. (3) If there is more than one commission for an area of studies not further divided into specialisations, or a programme comprised of one area of studies, the distribution of students to the various commissions is decided by the Dean. The distribution is posted on the date of the state exam at the latest. (4) If defense of a bachelor’s or diploma thesis is part of the state exam, a member of the commission appointed by the Dean, generally the Chairman, selects the opponent in advance from the ranks of the academic faculty or other university-educated experts in the given area of studies. The opponent and the academic advisor to the Bachelor’s or diploma thesis become members of the commission for the purposes of that defense. The opponent and the academic advisor prepare a written evaluation, part of which is the recommended evaluation according to Art. 24 par.1. The student has the right to be informed of the evaluation at least three days before the defense. (5) In the event that complexity of content of a prepared diploma or Bachelor’s thesis merits it, the Dean may upon the recommendation of the academic advisor award the diploma or Bachelor’s thesis a greater credit value than specified in the programme description. Article 24 Evaluation of state exams and due completion of studies (1) In each part of a state exam the commission votes on its result. The result for each part of the state exam is evaluated with the words “excellent”, “very good”, “good”, and “unsatisfactory”. (2) The overall result of the state exam is evaluated by the commission after the completion of its last part with one of the grades described in par. 1. The overall result of the state exam is “unsatisfactory” if any of its parts are evaluated as “unsatisfactory”. (3) The overall evaluation for duly completed studies as “passed with honour” is awarded as follows: a) “passed with honour”, b) “passed”. (4) The conditions for awarding an overall evaluation of regularly completed studies are as follows: a) all parts of the state exam have been successfully completed in the regular period with the evaluation “excellent” or “very good”. b) the overall evaluation of the state exam is “excellent”. c) the grade point average according to Art. 17 par. 2 is no higher than 1.5. d) the student has not received an evaluation of “unsatisfactory” for any graded course in the entire course of his studies e) the student has received the evaluation “good” a maximum of two times in the entire course of his studies (5) The overall evaluation of duly completed studies is indicated on the university diploma. Article 25 Review of evaluation (1) The student has a right to request a review of the evaluation of a completed course or block of courses, including advancement exams, as well as a revision of the evaluation of a state exam or its parts (henceforth “result of control of studies”). (2) On the basis of the request, according to par. 1, the Dean cancels the result of control of studies if during its determination or the procedures leading up to its determination, any particular legal regulation or internal MU or faculty regulation was violated, or if the evaluation was made capriciously. In that event the Dean takes the necessary measures to restore the rights of the student that were in such a manner violated. (3) If as a result of the review the control of studies is cancelled according to par. 2, a new completion of the course or block of courses or advancement exam takes place before a three-member commission appointed by the Dean. Its activities and resolutions are guided as appropriate by Art. 23 par. 2. (4) At the request of the student the meeting of the commission described in par. 3 may be attended by a confidant chosen from the ranks of the members of the MU Academic Community. The confidant is not a member of the commission. Article 26 Decisions on the rights and responsibilities of students (1) Decisions on the rights and responsibilities of students are made on the basis of the Act, the Statutes of MU, and these Rules. (2) Requests for appeals of a decision are submitted by the student to the Rector through the Dean, no later than 30 days from the date of the delivery of the decision. (3) The Dean either approves the request for appeal of a decision himself and alters the decision, or forwards the request to the Rector. (4) The Rector, on the basis of a request according to par. 2, either alters or revokes a decision that is in conflict with a particular legal regulation or the internal regulations of MU or the faculty. Part Three Concluding and interim provisions Article 27 Extraordinary measures The Dean or Rector is entitled at the request of a student to make exceptions to the articles of these Rules. In determining these matters, Section 68 of the Act is applied. Article 28 Interim provisions The Rector is entitled to provide a temporary exception to the numbers of enrolled courses, the conditions for repeating courses, or the determination of their credit value within individual programmes. Article 29 Application and effect (1) These Rules were approved according to Section 9(1b) of the Act by the Academic Senate of MU on 25 February 2002. (2) These Rules are applicable according to Section 36(4) of the Act on the date of their registration at the Ministry of Education, Youth, and Physical Education, and take effect on 1 September 2002. (3) The internal regulations of the faculties must be in correspondence with these Rules. Provisions of the internal regulations of the faculties that are in conflict with these Rules are inapplicable from the date these Rules take effect. Commentary Practices in health care Except the practices within the framework of individual subjects are all students obliged to go through additional practice training: 1) Vacation Practice Trainings in district hospitals: · Vacation practice after the 4^th semester includes 2 weeks of practice (2 weeks at clinic of internal medicine or 2 weeks at some clinic of surgery). Students get acquainted with the work of nurses and health care assistants. · Vacation practice after the 6^th semester includes 1 week of practice in primary care. · Vacation practice after the 8^th semester includes 2 weeks of clinical practice in internal medicine and 2 weeks of clinical practice in surgery. · Vacation practice after the 10^th semester includes 2 weeks of clinical practice in obstetrics and gynaecology. 2) Pre-graduation Practice in the 11^th and 12^th semester. Physical Training In the 1st - 4th semesters students can enrol on a course of Physical Training in an extent of 2 hours per week. Prerequisites for enrolment into the 11th semester The condition for enrolment is obtaining at least 15 credits from the 10th semester (or obtaining 45 credits in semesters 9 and 10) and passing of all exams of repeated subjects. Enrolment on all courses is conditional upon fulfilling their prerequisites (see below). Prerequisites for enrolment into the 12th semester The condition for enrolment is obtaining at least 15 credits from the 11th semester (or obtaining 45 credits in semesters 10 and 11) and passing of all exams of repeated subjects. Pre-graduation Practical Training (11th and 12th semesters) The pre-graduation practical training is completed in continuous blocks of a prescribed number of weeks (30 hours a week). The students are assigned for the pre-graduation practical training according to dates and workplaces. In Internal Medicine they may arrange one week of practical training at some other department of internal medicine. They may register for the last State Doctorate Examination (SDE) after they have passed all of the obligatory exams and colloquia of the 1st to 11th semesters. Students get acquainted with the work of dental assistants. · Vacation practice after the 6th semester includes 2 weeks of clinical practice in a stomatological outpatient department. · Vacation practice after the 8th semester includes 2 weeks of clinical practice in Stomatology, 1 week of clinical practice in Internal Medicine, and 1 week of clinical practice in Surgery. · Vacation practice after the 10th semester includes 3 weeks of clinical practice in Stomatology. 2) Pre-graduation Practice in the 11th and 12th semesters. Elective courses In addition to obligatory courses students can enrol on elective courses. These include elective lectures, elective courses, and selective clinical courses. Information on these possibilities is given in the study plans for the respective study years. Elective courses further include all courses that are being taught in the given period at all faculties of Masaryk University, and whose enrolment is allowed for students of the given programme. INSTRUCTION IN THE SIXTH YEAR – 11th and 12th sem. Prerequisites for enrolment into the 11th semester The condition for enrolment is obtaining at least 15 credits from the 10th semester (or obtaining 45 credits in semesters 9 and 10) and passing of all exams of repeated subjects. Enrolment on all courses is conditional upon fulfilling their prerequisites (see below). Pre-graduation Practical Training (11th and 12th semesters) The students can start their pregraduation practical training only after having completed all the other practical and theoretical instruction. They can choose the time schedule of the prescribed blocks of pre-graduation practcal training according as this is enabled by the respective term offered. Each pratical training takes 8 weeks of 30 hours each.
