Scholarship and Bursary Regulations of Masaryk University (in force as of 1 July 2006) Part 1 General provisions Section 1 Subjekt of regulations These Scholarship and Bursary Regulations of Masaryk University (hereinafter “the regulations”) regulate the conditions and procedures for awarding scholarships and bursaries to students of Masaryk University (hereinafter “MU”). Section 2 Scholarships and Bursaries (1) Scholarships and bursaries at MU are awarded within scholarship and bursary programmes in accordance with the provisions of Part 2 of the regulations. (2) In addition to scholarship and bursary programmes, scholarships and bursaries at MU can be awarded in accordance with the provisions of Part 3 of the regulations. (3) The amount of scholarships and bursaries is determined in accordance with the number of students who meet the conditions for their being awarded as well as the financial resources available for this purpose. When scholarships and bursaries are awarded, the degree to which individual students fulfill the conditions for their being awarded may also be taken into consideration. Part 2 Grants within Scholarship and Bursary Programmes Section 3 Scholarship and Bursary Programmes (1) Those authorized to announce scholarship and bursary programmes are the following: a) the Rector b) Deans c) directors of university institutes d) heads of MU units in accordance with subsection 28 (4) of the MU Statutes (hereinafter “administrators of scholarship and bursary programmes”). (2) Scholarship and bursary programmes must state: a) the purpose of the programme, b) the duration of the programme, c) the body of students who are to be the beneficiaries of the programme and, where appropriate, the conditions to be met for grants to be awarded under the programme, d) the sources of financing for grants made within the programme, in accordance with MU financial regulations, e) the amount of grants to be made within the programme and, where appropriate, the manner in which this is determined. (3) Should the source of financing for grants within a scholarship and bursaries programme be a weighted grant or a subsidy from the state budget, it is necessary to state this explicitly in the programme and in announcing it to observe subsections 91 (1) and (2) of Act No. 111/1998 on higher education institutions and on amendments and supplements to some other acts (the Higher Education Act), as amended. (4) Scholarship and bursary programmes are announced by a declaration to this effect posted on the official notice board of MU or of the appropriate faculty. (5) Records of scholarship and bursary programmes are administered uniformly in accordance with regulations issued by the Rector; they must be permanently accessible through the MU University Information system. Section 4 Grants awarded in accordance with scholarship and bursary programmes Scholarships and bursaries within individual programmes are awarded by the administrator of the programme; should the administrator of the programme be the Rector, competency is, according to this section, assigned to a Vice-Rector appointed by the Rector for this purpose. Part 3 Grants outside Scholarship and Bursary Programmes Section 5 Grants awarded outside scholarship and bursary programmes In addition to being offered within scholarship and bursary programmes, scholarships and bursaries may be awaraded for the following purposes: a) in support of studies in a doctoral degree programme, b) in support of creative activities, c) in support of accommodation, d) in support of mobility, e) in exceptional cases. Section 6 Grant in support of studies in a doctoral degree programme (1) A grant in support of studies in a doctoral degree programme is made to a student in on-site studies in a doctoral programme – provided that the length of studies in the degree programme has not exceeded the standard length of study in this programme – in accordance with paragraph 91 (4) c) of the Higher Education Act. (2) A grant in support of studies in a doctoral degree programme is made either by the Dean of the faculty at which the student entitled to the grant in accordance with subsection (1) is enrolled; or by the Vice-Rector appointed by the Rector, in the case of a student enrolled in a degree programme carried out by MU; or by the director of a university institute, if the student is enrolled in a degree programme carried out by MU and a university institute. The decision on awarding a grant in support of studies in a doctoral degree programme must be issued within 30 days at the latest of the day on which the student enrolled in the doctoral degree programme. (3) In connection with awarding a grant in support of studies in a doctoral degree programme, or deciding on any change in its amount, the viewpoint of the appropriate doctoral studies board is taken into consideration. Section 7 Grant in support of creative activities (1) A grant in support of creative activities can be made to a student in accordance with paragraph 91 (2) b) of the Higher Education Act for outstanding scholarly scientific, research, developmental, artistic or other creative results. (2) A grant made in accordance with subsection (1) is awarded by a) a Vice-Rector appointed by the Rector for this purpose, in the case of the creative results being carried out within the framework of MU as a whole, b) the Dean of a faculty or director of a university institute, in the case of the creative results being carried out within a particular faculty or university institute. Section 8 Grant in support of accommodation (1) A grant in support of accommodation is awarded in accordance with paragraph 91 (2) d) of the Higher Education Act to a student who: a) is enrolled in an on-site degree programme, b) is enrolled in a degree programme that is his/her first degree programme at any university in the Czech Republic, with the exception of being enrolled in his/her first Master’s programme (jn the case of a graduate of a Bachelor’s degree programme) or being enrolled in his/her first doctoral degree programme (in the case of a graduate of a Master’s degree programme), c) has not exceeded the standard length of study in any of the degree programmes in which he is concurrently enrolled, d) does not have a permanent address within the city of Brno (Brno-City district), e) is not the recipient of a scholarship or bursary within the scholarship and bursary programme announced by the Ministry of Education, Youth and Sports in accordance with subsection 91 (6) of the Higher Education Act, expect for a scholarship awarded in the framework of a project that was successful in a competitive selection procedure within the Higher Education Development Fund. (2) Compliance with the conditions for being awarded a grant in support of accommodation in accordance with subsection (1) is determined on the basis of data in the Register of Students. The condition stipulated in paragraph (1) b) is met if the student is enrolled in a degree programme to which he/she transferred from a degree programme as stated in paragraph (1) b). In determining whether the conditions in paragraph (1) b) are met, studies in a programme in which the student was enrolled and which he/she completed in the period from 1 May to 30 October of that same year are not taken into consideration. (3) A grant in support of accommodation is made by the Vice-Rector appointed by the Rector for this purpose. It is made for two periods in a calendar year (hereinafter “grant period”), the first of which begins on 1 January and ends on 30 June, and the second of which begins on 1 July and ends on 31 December. Students enrolled during the grant period can be awarded a grant in support of accommodation even for a part of the grant period following their enrolment in studies without this influencing the amount of the grant in support of accommodation. (4) The grant in support of accommodation is awarded on the basis of a student’s submitting an application for such a grant. The Rector specifies the form, relevant conditions and deadline for the submission of the application. An essential part of the application for a grant in support of accommodation is the data needed to ensure its payment, should it be granted. (5) The amount of the grant in support of accommodation for each grant period is determined by the Rector. The amount of the grant awarded to those students entitled to receive it is in line with the provision stated in the first sentence of this subsection. Section 9 Grant in support of mobility (1) A grant in support of mobility is awarded a) in accordance with paragraph 91 (4) a) of the Higher Education Act to a student of MU in order to meet part of the costs connected with studies at a university abroad, b) in accordance with paragraph 91 (4) b) of the Higher Education Act to a student from a university abroad in order to meet part of the costs connected with studies at MU. (2) A grant in support of mobility is awarded on the basis of an application by a person entitled in accordance with subsection (1) by the Vice-Rector appointed by the Rector for this purpose or by the head of an MU unit listed in subsection 28 (4) of the MU Statutes that has been authorized by the Rector to do so. Section 10 Exceptional grant An exceptional grant can, in accordance with paragraph 91 (2) d) of the Higher Education Act, be awarded to a student by the Rector, a Dean, a director of a university institute or a head of an MU unit listed in subsection 28 (4) of the MU Statutes; in the case of an exceptional grant, an application need not be submitted. Part 4 Point Provisions Section 11 Delivery Provisions (1) The decision that a scholarship or bursary has been awarded is delivered into the hands of a student via the body responsible for studies (the Office for Studies) at the appropriate faculty, or at MU or a university institute if the student is enrolled in a degree programme carried out by MU or by MU and a university institute, unless the authority that awarded the grant decides on some other way of delivering the announcement of the decision. (2) If the decision cannot be delivered in accordance with subsection 1, it will be delivered in a different way by posting the notice on the official notice board of the faculty where the student is enrolled, or on the official notice board of MU or a university institute, if a student is enrolled in a degree programme carried out by MU or by MU and a university institute. The decision must be posted for eight days, beginning with the day of delivery of the decision. Section 12 Payment of scholarships and bursaires (1) After a decision acquires legal force, the grant is paid in installments, the number, amount and payment dates of which are stipulated in the decision awarding the grant. Should it not be possible to pay the grant on the agreed payment date because of some fault on the part of the student, the authority that awarded the grant will decide on an alternative deadline or on cancelling or reducing the grant. (2) Grants are paid by direct transfer to a bank account designated by the student. Grants are paid in Czech currency (CZK). (3) Once a grant has been awarded, a method of payment different from that designated in subsection (2) can be decided upon at the student’s request; this provision does not apply in the case of a grant in support of accommodation (Section 8). Section 13 Altering and Cancelling Grants (1) The right to grant scholarships and bursaries also includes the right to change their amount, provided that the conditions set out in the regulations or the scholarship and bursary programme are met. (2) The authority that grants a scholarship or bursary will decide on whether or not to cancel it if the student fails to comply with the conditions under which it was awarded. Part 5 Interim and Concluding Provisions Section 14 Interim provisions Scholarships and bursaries awarded according to currently existing regulations will be paid in compliance with the conditions stated when they were awarded, even after the date on which the regulations come into force. Section 15 Concluding Provisions (1) The Scholarship Regulations of Masaryk University from 31 May 1999, as amended, which were registered by the Ministry of Education, Youth and Sports on 10 June 1999 as No. 23 183/99-30, are cancelled. (2) In accordance with paragraph 9 (1) b) of the Higher Education Act, the Scholarship and Bursary Regulations were approved by the Academic Senate of Masaryk University on 6 March 2006. (3) In accordance with subsection 36 (4) of the Higher Education Act, these regulations come into force on the day they are registered by the Ministry of Education, Youth and Sports.
