Measures of the Faculty of Law of Masaryk University No. 11/2023 About Specific Undergraduate Research Projects (as amended with effect from 11 October 2023) Pursuant to Section 28(1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Amendments and Supplements to Other Acts (the Higher Education Act), as amended (hereinafter referred to as "the Act"), I issue the following measure: Article 1 Following the announcement of the competition for support of Specific University Research projects by the Rector of Masaryk University and in particular Article 6(1), Article 6(3)(b) and (g) and Article 6(4)(a) of Masaryk University Directive No. 3/2020 - Rules for Specific University Research (hereinafter referred to as "MU Directive"), I hereby establish the following preferences for the Faculty of Law of Masaryk University (hereinafter referred to as "the Faculty") for specific research projects implemented in 2024: (A) Faculty preference for projects under Article 3(1)(a) of the MU Guidelines "Specific Research Projects": 1. Preference is given to specific research projects that respect the organization according to the disciplinary proximity of doctoral study programmes (across both Czech and English language programmes), in the following structure of fields of expertise: - Private law and civil procedural law o Private law and civil procedural law o Comparative Corporate, Foundation and Trust Law o Intellectual Property Law - Public Law Studies - Criminal law - Theory and History of Law o Theory and History of Law o Legal theory and Public Affairs - Information and Communication Technology Law o Information and Communication Technology Law o Law of Information and Communication Technologies - International Law Studies 2 - Constitutional law o Constitutional Law and State Studies o Comparative Constitutional Law Students in the Theoretical Legal Studies doctoral programme are assigned to the above areas according to their disciplinary proximity. It is also possible to support specific research projects that integrate more than one of the areas of expertise listed above. However, the number of researchers per project must not exceed 50, as stipulated in Article 4(6) of the MU Guidelines. 2. Preference is given to specific research projects that involve students of relevant doctoral study programmes (disciplines) in full-time study in such a way that they can be supported with a regular monthly stipend of at least CZK 2,000 per month for 11 months in 2024. 3. Individual specific project activities may be supported by the project beyond the regular monthly stipend as per the previous paragraph, provided that the proposed costs are adequately (efficiently, economically, effectively) linked to the preferred outcomes as per Article 2. In particular, the acquisition of the necessary specialist resources, including electronic databases, and the provision of proofreading, proof-reading or translation for the preparation of the preferred foreign publications may be supported in this way. Supported activities also include foreign trips by doctoral students. As far as international conferences are concerned, only participation with an active presentation is supported. (B) Faculty preference for projects under Article 3(1)(b) of the MU Directive "Specific research projects aimed at organising student scientific conferences": 4. Projects to provide international scientific conferences of doctoral students of an all-faculty nature that provide adequate space for discussion and feedback on the papers presented, including thematic sessions in most of the areas listed in point 1 of this article. 5. Projects to provide an international scientific conference for doctoral students which do not fulfil the conditions set out in the previous paragraph may be supported if they are of high scientific merit, provided that the indicative amount referred to in Article 3(A) for the subject area to which they predominantly relate is not exhausted to an appropriate extent. Article 2 Preferred outputs are scientific publications that meet the criteria of "contribution to knowledge" or "social relevance" according to the Methodology for the Evaluation of Research Organisations and Programmes of Special Purpose Support for Research, Development and Innovation approved by Government Resolution No. 107 of 8 3 February 2017 (hereinafter also referred to as "Methodology 17+"). Preference is given to outputs of the type Jimp and Jsc , or B and C (if the publication is from a publisher listed in Annex 3 of Masaryk University Faculty of Law Measure No. 7/2020). 2. Other acceptable outputs are Jost, Dimp , Dsc and B and C (outside the list of preferred publishers) according to Methodology 17+; however, these outputs can also be recognised only if they fulfil the criteria of 'contribution to knowledge' or 'societal relevance' according to Methodology 17+, given their content and scope. One of the outputs of the project may be the preparation of a grant/project application for a follow-up multi-year scientific project. One of the outputs of the project can be the provision of a workshop for PhD students if it provides adequate space for discussion and feedback on the students' presentations. 3. In the case of publication outputs of doctoral students, the professional level of the publication always corresponds to at least category C according to the criteria set out in the DIPUB course (https://is.muni.cz/auth/el/law/podzim2020/DIPUB/index.qwarp). The supervisor shall comment on the fulfilment of this requirement in the final report and when applying for a project scholarship (if the scholarship is not a scholarship under Article 1(2)). 4. For deliverables of type Jimp and Jsc , it is sufficient to meet at least the condition of acceptance of the submitted text in the peer review process by the end of the project period. The submitted text is attached to the final report. In the case of a type B or C result that will not be published or accepted for publication by the end of the project period, it is sufficient to meet at least the condition of submitting a complete manuscript of the book (chapter) within the relevant time limit, accompanied by a statement from the supervisor(s) on its professional quality; in the case of passages prepared by the supervisor himself, then a statement from the principal investigator of the project. The submitted manuscript is attached to the final report. Article 3 Taking into account the number of doctoral students belonging to each of the areas referred to in Article 1, I will set the following indicative amounts for each project: A. Specific research projects in specialist areas: - Private law and civil procedural law: 1.250.000 CZK - Public law studies: CZK 1,045,000 - Criminal law: 550.000 CZK - Theory and History of Law: 965.000 CZK - Law of Information and Communication Technologies: 405.000 CZK - International Law Studies: 535.000 CZK 4 - Constitutional law: 750.000 CZK In the case of a significant disproportion of outputs per student, the amounts may be adjusted in favour of projects containing a proportionally higher number of preferred outputs, in accordance with Article 2 of the Measure. B. Projects to ensure international scientific conferences of doctoral students of a faculty-wide nature: 60.000 CZK in total. Article 4 The professional theme of the project as a whole, as well as its objectives, may be more general or broad, as appropriate to the thematic breadth of the relevant field of expertise and to the desire to promote (interdisciplinary) collaboration between students and trainers within the fields. However, individual project activities are always given a specific technical justification in the project application and are linked to specific outputs. In relation to the individual project outputs, the project application also includes a declaration of agreement from the responsible co-investigators, and these outputs are clearly assigned to the individual members of the research team. In the event that one of the members of the project team so designated fails, without justifiable reason, to achieve any of the outputs of the project, the team member shall be obliged to reimburse the grant or award if it has already been paid, unless it is a regular grant as referred to in Article 1(2), which will be decided by the Specific Research Project Evaluation Committee.
