No.: MU-IS/269000/2021/1586738/PdF Dean’s Measure No. 7/2021 Reduction of Tuition Fees for Doctoral Study Programmes in a Foreign Language (in the version effective from 20 December 2021) Pursuant to Section 28 (1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Modification and Amendment of Other Acts (Higher Education Act), as amended (hereinafter referred to as the “Higher Education Act”), the following Measure is issued: Section 1 Introductory Provisions (1) The purpose of this Measure is to support students who have excellent assessment results in the doctoral study programme courses and who are admitted to a full-time doctoral study programme in a foreign language at the Faculty of Education of Masaryk University (hereinafter "the Faculty of Education, MU"). (2) The amount of tuition fees in doctoral study programmes in a foreign language (hereinafter referred to as the “Fee”) is determined by the Measure of the Dean of the Faculty of Education, MU, for the respective academic year. The reduction relates to the fee determined in this Measure for a specific academic year. Section 2 Requirements for a Fee Reduction (1) The Fee can be reduced for students who: a. Study in the 3rd to 8th semester in a full-time doctoral study programme in a foreign language at the Faculty of Education, MU, b. Fulfil the study obligations arising from Section 30 of the MU Study and Examination Regulations, c. Have met the criteria for the fee reduction set out in paragraph 4 according to the selection committee. (2) The Fee can be reduced to 50% after successful completion of the second semester, the Fee can be reduced to 25% of the total amount of the Fee determined in the fifth to eighth semester of the studies. (3) The Fee is always reduced for two semesters for students who have met the above requirements. For every subsequent academic year, students have the opportunity to re-apply for the reduction. (4) Criteria for the student fee reduction: a. High quality of publications during the doctoral studies so far, b. The extent of the doctoral thesis and related research in progress, d. Active participation in conferences, e. Excellent assessment results in the doctoral study programme courses. (5) Study outcomes in relation to these criteria are assessed comprehensively, a lower degree of fulfillment of one criterion can be balanced by a higher degree of fulfillment of another. Section 3 Application for a Fee Reduction (1) Students submit an application for a fee reduction using the form (Annex 1 to this Measure) in which all mandatory data must be filled in. (2) The following must be attached to the application: a. Overview of publications, b. List of grants and projects of which the student is the principal investigator or a member of the research team, c. Current doctoral thesis version, d. List of presentations at conferences, e. Transcript of records from the doctoral study programme. (3) The Office for Research and Development, Quality and Academic Affairs accepts students' applications continuously and, in the event of incomplete information and documents, it will invite them to complete them. (4)The study officer for doctoral programmes will only submit complete applications with all information and documents to the committee for assessment. Section 4 Selection Committee (1) The selection committee (hereinafter referred to as the “Committee”) has five members. It is chaired by the vice-dean responsible for doctoral programmes. The members of the Committee are also two experts from the Faculty of Education, MU, one external expert who is not an employee of MU, and one doctoral study programme student. (2) The members of the Committee are appointed by the dean on the recommendation of the vice-dean responsible for doctoral programmes. (3) The Committee meeting is convened by the vice-dean responsible for doctoral programmes. (4) The Committee has a quorum if absolute majority of its members is present. (5) The Committee will assess whether the applicant meets the criteria for a fee reduction under Article 2 (4). (6) The proposal is accepted if the majority of members present agree. (7) The Committee recommendation stating whether it recommends the fee reduction will be submitted by the vice-dean responsible for doctoral programmes to the dean. (8) The dean decides on the fee reduction taking into account the Committee recommendation. (2) Compliance with this Measure will be checked by the study officer for doctoral programmes. (3) This Measure comes into force on the date of its signature. (4) This Measure comes into effect on its publication date. In Brno on doc.
