Measure of the Faculty of Arts, Masaryk University No. 3/2020 SCHOLARSHIP PROGRAMME TO SUPPORT PUBLISHING ACTIVITIES In accordance with § 28 (1) of Act No. 111/1998 Coll., on Higher Education Institutions and on Modification and Amendment of Other Acts (Higher Education Act), as later amended (hereinafter referred to as the “Act”), I issue the following Measure: Section 1 Specification of the scholarship programme The scholarship programme to support publishing activities (hereinafter referred to as the “scholarship programme”) is announced by the Dean of the Faculty of Arts, Masaryk University (hereinafter referred to as the “FF MU”) in accordance with the provisions of Section 3 subsection 1 clause b) of the Masaryk University Scholarship and Bursary Regulations. Section 2 Purpose and duration of the scholarship programme (1) The purpose of the scholarship programme is to support the publishing activities of FF MU students which are directly related to the subject of their studies at the FF MU. (2) The scholarship is intended to support the preparation of student texts in peerreviewed journals, monographs, and conference proceedings (publication categories B, C, D and J according to the Register of Information on Results (hereinafter referred to as the “RIV”)). (3) The scholarship is not intended to support publications prepared in the course of employment or study at another institution or commercial company. (4) The scholarship programme is announced for an indefinite period starting on 1 February 2020. Section 3 Source of funding for the scholarship programme (1) The source of funding for scholarships is the faculty’s Scholarship Fund. (2) The budget of the programme is CZK 1,000,000 for each individual calendar year of its duration, with a maximum of CZK 500,000 for each individual round of the programme. (3) The remainder of the amount, if any, is transferred back to the faculty’s Scholarship Fund. Section 4 Conditions for awarding scholarships (1) The scholarship is intended for full-time and combined students of Bachelor’s, Master’s and Doctoral degree programmes at the FF MU. (2) The scholarship is conditional upon active study as defined in paragraph 1 at the time of application and at the time of the decision to award the scholarship. (3) The award of scholarships is discretionary. (4) During the duration of the scholarship programme, individual rounds are announced, usually for each semester. (5) A prerequisite for awarding a scholarship is having sufficient funds in the scholarship programme. (6) Students must publish the publications on the basis of which they are applying for the scholarship within the decisive period, which is set when the current round of the scholarship programme is announced. Information on the publication(s) must be entered into the RIV via the IS MU at the time of application. (7) A student may receive a scholarship to support publishing activities no more than once in each round of the scholarship programme, whereas they may submit their application on the basis of several of their publications published during the decisive period specified when the current round of the scholarship programme was announced. Section 5 Amount of the scholarship (1) The final amount of the scholarship is determined by the total number of applications from all applicants, the relevance of specific publications, and the status of the Scholarship Fund. (2) The maximum amount of scholarship for one student in one round of the scholarship programme is set at CZK 30,000. (3) The scholarship is paid in Czech crowns. Section 6 Application procedure (1) Students apply for scholarship support by completing the “Application for a Scholarship to Support Publishing Activities” form. The application form is submitted exclusively electronically via the IS MU (IS MU > Document Office > Submit a new application > Application for a Scholarship to Support Publishing Activities) by the deadline of the scholarship programme round. The application form is an appendix to this measure and must be attached to the electronically submitted application, completely filled in electronically. (2) Incomplete applications will be automatically excluded from processing as ineligible for the scholarship. An application is considered incomplete where the electronically submitted application is not accompanied by an electronically completed “Application for the Scholarship for the Publication Support” form, or information on the publication(s) has not been entered into the RIV via the IS MU by the application deadline. Section 7 Assessment of applications (1) Individual applications, or publications included in the applications, are reviewed by selected experts from among the academic staff of the faculty. (2) When evaluating publications, the evaluators take into account, in particular, the type of publication and its relevance in relation to the applicant’s field of study, the scope of the publication, and the share of the applicant’s authorial contribution. Section 8 Award of scholarships The award of the scholarship and its final amount is decided by the Vice-Dean for Research and Graduate Studies on behalf of the Dean. Section 9 Delivery of the decision and payment of the scholarship (1) The delivery of the decision on the award of the scholarship is governed by the Masaryk University Scholarship and Bursary Regulations. (2) Once awarded, the scholarship is paid in one lump sum in Czech crowns to the applicant’s bank account. Section 10 Final provisions (1) This Measure repeals the Scholarship Programme for the Promotion of Publications announced on 9 January 2014. (2) This Measure builds on the Masaryk University Scholarship and Bursary Regulations. (3) I authorize the Vice-Dean for Research and Graduate Studies to interpret the individual provisions hereof, to implement and update them. (4) The use of funds for scholarships is checked by the Faculty Bursar. (5) This Measure shall enter into force on the date of signature. (6) This Measure shall enter into effect on 1 February 2020.
