The presentation provides well-arranged information about substitute family care and substitute institute care. It stresses that a child is a member of his or her family of origin and that substitute care may be provided only when the child is an orphan or so called social orphan.

VIII. Adoption

The presentation gives the list of conventions devoted to protection of minor children and the case law of the European Court of Human rights on this issue (Keegan v. Ireland). Then, the attention is focused on key problems of adoption – the consents of parents, non-interest of parents, the proceeding of adoptability and adoption, anonymity and revocability of adoption etc.

IX. Foster Care

The presentation gives the list of conditions for foster care, typology of fostering, matching process, court proceedings, financing by the state etc. It is focused on and the case law of the European Court of Human rights on this issue (Kutzner v. Germany) and on designed law.
