The Bachelor's study programme Theory and Practice of Criminal and Administrative Procedure provides the basic level of higher education in the areas of public administration and legal regulation of their components whose activity is associated with realization of criminal procedure, administrative punishment as well as with other administrative and legal activities of security units within the departments of the Ministry of Internal Affairs, Defence, Justice and customs administration. The graduate of this study is knowledgeable in the issues of law and public administration as required by activity of a high-quality professional in public administration, thus particularly of those units which are active in criminal proceedings, infringement procedure or other administrative procedure on wrongs, including the managerial posts. The graduate acquires the systematic and comprehensive knowledge about the framework of legal regulation and about the whole spectrum of key legal branches. These starting points enable him to present the profesional and special knowledge and skills in an intended area of specialization supplemented by the language knowledge and ability to work with legal information systems. The combination of the general theoretical-law knowledge framework and the highly specialized knowledge from the area of administration of security, administration of defence, administration of justice, financial administration enables him/her a quick adaptation to the fast changing economic and legal conditions in future.
After successfully completing his/her studies the graduate is able to:
- Be knowledgeable in the basic issue of law and public administration.
- Understand the criminal and administrative procedure, its principles, course and decision-making activity.
- Be knowledgeable in the issue of related non-legal scientific disciplines.
- Apply the acquired competences in practice in various areas of public administration.
The graduate acquires the competences applicable within the Police of the Czech Republic, Fire and Rescue Brigade, Judicial Guard, Prison Service, Military Police, Customs Administration, but also BIS or other.
The standard duration of studies in the Bachelor's study programme Public Administration, the discipline Theory and Practice of Criminal and Administrative Procedure is three years. For succesful graduation it is necessary to obtain a total of 180 credits while maintaining the prescribed structure of the required and selective courses, passing the examinations, credit tests and colloquiums set by the study plan.
The student is obliged to complete successfully the selective courses in total value of 11 credits during the study. The selective courses are announced in autumn and spring semesters of a given academic year. Besides the selective courses from offer of the study plan of his/her study programme, the student is entitled to enroll courses from the study plans of other Bachelor's study programmes realized at Masaryk University as his/her selective courses. For fulfilment of the required completion of the selective courses (including the total credit value for selective courses) only the courses provably related to a graduate's profile of the given study shall be credited. Upon a written request of the student the Vice dean decides on recognition of the course completed at other faculty of Masaryk University up to the minimum number of completed selective courses. The recognition is also conditioned by the fact that the course has not been completed as a required course within the scope of the previous or parallel studies.
During the course of their studies students should follow the Study catalogue" for their year of imatriculation. They can access the "Study catalogues" through the faculty website.
The final state examination consists of two parts - defence of the Bachelor's thesis and oral examination consisting of three courses. The objective of the examination is to verify if the student (graduate) is able to conduct a discussion in the chosen area of legal specialization. The objective of the oral examination is not to repeat examinations in individual courses, but to demonstrate a general overview of basic terms and results of individual disciplines and links between them.
The oral examination consists of two required courses (Private and Procedural Criminal Law; Legal Doctrine) and of one selective course. As a selective course the student is obliged to choose one course from these: Criminology, Criminalistics, Substantive and Procedural Administrative Law). One part of the final state examination is also the defence of the Bachelor's thesis.
By drawing up the Bachelor's thesis the student demonstrates orientation in the area given by of the theme of work and the ability to formulate independently a professional text under the supervision of a person conducting the Bachelor's thesis. Insight into the theme, orientation in it and ability to demonstrate the knowledge of the given work are evaluated within the defence.
The graduate of the study may continue in study at the Faculty od Law in the follow-up Master's degree programme Public Administration, the discipline Public Administration after satisfying the admission requirements.
