Course objectives
The aim of this subject is to map character and position of programmes and plans as legal instruments in environmental law, to provide an overview of jurisprudence and to find solution to selected problematic questions based on theoretical and practical knowledge. The subject is mandatory for students of Administrative Law and Environmental Law programme with doctoral thesis specialized in Environmental Law. It is focused on legal problems related to programmes and plans in the environmental regulation, land-use planning and consequent permitting procedures including integrated permits, environmental impact assessment in relation to the most significant programme and planning instruments in selected areas of environmental protection, e.g. air and water protection, waste management, nature and forest protection.
Learning outcomes
Students will be able to analyze problematic cases and relevant legal regulation in the given field with regards to the EU law requirements, to apply relevant legal regulation to specific cases. They will be well oriented in jurisprudence and to work with case-law. Students will be able to make a research and to present their outcomes in front of the collective.

  • The function and character of programmes and plans; their significance for consequent permitting instruments. Environmental impact assessment. Land-use planning. Programmes and plans in individual areas of environmental protection (specially air and water protection, nature and forest protection, waste management).

Teaching methods
Consultations, reading assignments, self-study.
Assessment methods
Colloqium. Student will elaborate a seminar thesis (10 - 12 pages in written) which must be uploaded to the information system at least 3 days before colloqium. The individual topic must relate to the subject. The student must be able to defend his seminar thesis in collective discussion. When all the conditions are fulfilled, the student will get credits.
