Course objectives

The aim of this course is to introduce students to the scope of public administration in the theoretical, international, historical and particularly Czech context.

Main course objectives can be summarized as follows:
- to introduce the basic public sector and public administration theory;
- to introduce the basic theory of state and basic ideas of Czech administrative law theory;
- to enhance knowledge of forms of public administration of ancient times and middle ages;
- to enhance knowledge of basic history of public administration on the territory of the Czech state from early middle-ages to 1989;
- to introduce Czech public administration reform after 1989 till the present and to enhance the knowledge on its selected outputs (territorial public administration, central administration and their employees);
- to enhance the knowledge of European integration and European institutions.

Syllabus

• Supposed topics of lectures include the following:
• 1. Public sector theory, function of state and public administration, relationship between state administration and self-government;
• 2. Organization and functioning of state power, forms of government and forms of state establishment;
• 3. Institutions and rules of public administration functioning – the importance and sources of administrative law;
• 4. Selected systems of ancient and middle-ages public administration;
• 5. History of public administration on the territory of the Czech state from early middle ages to 1918;
• 6. History of public administration on the territory of the Czech state in the period 1918 - 1989;
• 7. Administrative system of the Czech Republic and territorial public administration reform after 1989;
• 8. Central administration reform after 1989 and current trends of public administration modernization in the Czech Republic;
• 9. System of municipalities, territorial self-government and its functions in the Czech Republic;
• 10. Functions of regional level of public administration and Czech regions and regions of cohesion;
• 11. System and functions of central administrative level;
• 12. European administrative space and international and supranational level of public administration;
• 13. Importance of human factor in public administration, phenomenon of bureaucracy, ethics and legal status of civil servants.

Teaching methods

There are lectures (each has four hours) given during semester. Lectures are focused on explanation of the main topics of public administration. Self-study is emphasised then. Students have an opportunity to evaluate their knowledge in self-correcting on-line tests.

Assessment methods

In order to pass the course, students are required to:
1. gain at least 51 points (out of 100) in the continuous written test that takes place during the second block of the instruction;
2. elaborate a final essay on a selected topic within the prescribed quality framework within the prescribed deadline;
3. pass the final test with at least 60 points. The requirements stipulated in points 1 and 2 form a necessary precondition for students to be eligible to take the final exam.
