Abstract

In this paper we decompose the process of the municipal waste management expenditures evaluation, and we construct a method for their analysis which, based on inputted variables, calculates “minimal value” of expenditures per municipal waste ton that municipality should spend. Through these variables the method should be able to reflect the uniqueness of each analysed municipality and take into account its size, amount of produced municipal waste, as well as distance from the waste disposal facility and waste disposal rates. Calculated expenditures/costs per waste ton are compared with the real expenditures in selected group of 22 large municipalities with population of 10 thousand citizens and more. This method could help municipalities with negotiation of the better prices with the waste collection companies and therefore lead to the increased efficiency of municipal expenditures on waste management.

Abstract (in Czech)

V článku je představena metoda „minimální hodnoty“ výdajů obce na sběr a svoz komunálního odpadu a jeho zneškodňování a využívání, která vznikla na základě dekompozice procesu efektivního sběru a svozu a zneškodňování a využívání komunálního odpadu. Metoda vznikla minimalizací proměnných funkce výdajů na nakládání s komunálním odpadem v obci. Prostřednictvím zahrnutí těchto proměnných by měla být schopna odrážet jedinečnost každé analyzované obce a brát v úvahu její velikost, množství vyprodukovaného komunálního odpadu, vzdálenost od zařízení zajišťující odstraňování nebo využití odpadu a cenu na zařízení. Vypočtené “minimální” náklady na tunu jsou porovnávány se skutečnými výdaji a to na vybrané množině 22 velkých obcí s počtem obyvatel 10 tisíc obyvatel a více. Tato metoda by mohla pomoci obcím při sjednávání lepších cen se svozovými společnostmi a tím vest ke zvýšení efektivnosti obecních výdajů na nakládání s odpady.
