Abstract
The text is a country profile included as a chapter in the second volume of the book. It contains consistent information enabling the reader to understand how Czech Republic has chosen to strike a balance among three dimensions or vectors of educational management: (1) the freedom of parents to make fundamental decisions about the education of their children, choosing among schools (or home education) which offer real alternatives; (2) the autonomy of those who are engaged with individual schools - their boards and their teachers and administrators - to shape and implement a distinctive educational mission; and (3) the responsibility of government, on behalf of society and of the interests of children, to ensure that every child and youth has the effective opportunity to receive an adequate education. The text presents laws and policies in brief historical context and seeks to assess how those laws and policies have affected the realities of freedom, autonomy, and accountability. Volume 2 (out of 4) of the book focuses on most members of the European Union, Czech Republic among them.
