There are questions about the existence of self-government. E.g. how to form and organize self-government? What model of public administration is optimal in conditions of concrete country? What is the appropriate contribution towards the expenses on delegated competences? Another type of questions relate to the internal organization of self-governing entities. Which public bodies could be formed inside self-governing entities? What is the optimal distribution of competences between them? How to fill their job positions? There are also questions relating to concrete competences of self-governments. E.g. there is highly discussed question of land use planning. These all are very general questions, but they have very concrete manifestations, which are elaborated in the contribution. Thus our contribution is oriented on the elaboration of the outlined issues, with special attention to urban management and territorial development. There should be used experiences of the both Czech and Slovak Republics. ER -
