Abstract

Cílem tohoto příspěvku je popis a interpretace rozdílných perspektiv, které zaujímají nejdůležitější aktéři komunitního plánování sociálních služeb v počátečních fázích tvorby programů a politik. Tyto rozdílné perspektivy vedou k rozdílným formulacím praktických potřeb aktérů a tím také k rozdílné identifikaci praktických problémů. Za nejdůležitější aktéry procesu komunitního plánování pokládáme klienty, politiky, úředníky a experty. Zaměříme se na procesy artikulace a selekce jejich zájmů a jejich agregování při stanovení cílů komunitního plánování. Zvláštní pozornost věnujeme rozdílům mezi společenským problémem a výzkumným problémem. V závěru se pokoušíme o syntézu teoretických a praktických poznatků, která by mohla usnadnit orientaci expertů ve struktuře zájmů účastníků komunitního plánování.

Abstract (in English)

This paper is focused on a description and interpretation of different perspectives of the most important actors of community planning in the early stages of developing programs and policies. These different perspectives lead to different formulations of the practical needs of stakeholders and to different identification of practical problems consequently. As the most important actors in the community planning process we consider clients, politicians, officials and experts. We will focus on the processes of selection and articulation of their interests. Special attention is given to the differences between social problem and research problem. In the end, we try to synthesize theoretical and practical knowledge that could help orient the experts in the structure of interests of participants of community planning.
