V první části studie popisuje EVVO jako výchovně-vzdělávací proces rozvíjející kompetence pro odpovědné environmentální chování, s cílem zlepšit stav životního prostředí či zmírnit jeho degradaci. Ve druhé identifikuje tři základní typy nástrojů, které se používají pro dosažení jejích cílů: programy, informační služby a podpůrné materiály. Zkoumá teorii programu jako rozvahu o kauzálních vztazích mezi cíli a aktivitami, stanovení optimální sekvence aktivit a vstupní analýzu potřeb a možností skupiny. Vymezuje jednotlivé cílové oblasti environmentální výchovy, které propojuje s mezinárodním diskursem, diskutuje pravděpodobnou vstupní úroveň kompetencí jednotlivých cílových skupin a na základě vybraných zahraničních či domácích evaluačních studií pak charakterizuje obecné strategie vhodné pro dosažení uvedených cílů.

In the first part, the study describes EE as an educational process aimed on developing competence for responsible environmental behavior, with an intention to improve the environment, or to alleviate its degradation. In the second part it identifies three types of instruments applying for achieving the goals of EE: programmes, information services, and supporting materials. It analyzes the programme theory, as a supposed causal chain between goals and activities, setting an optimal sequence of the activities, and front-end analysis of needs and competence of its target group. In the last part it defines goal areas of environmental education and links them with the international discourse, discusses presumable initial level of competence of various target groups, and on the basis of selected international and domestic evaluation studies suggests general strategies for achieving the defined goals.
