Abstract

Od ledna 2012 byla zahájena implementace reformy pomoci osobám v hmotné nouzi (HN), která zahrnovala hluboké změny organizačního charakteru i změny v parametrech poskytování sociální pomoci v HN. Cílem naší monografie bylo zachytit situaci právě v oblasti poskytování sociální pomoci lidem v HN na kontaktních pracovištích Úřadu práce ČR (ÚP ČR) a obcích tak, jak vypadala krátce po zahájení reformy. Zaměřili jsme se zejména na rozbor faktorů ovlivňujících úspěšnost implementace reformovaných sociálních politik do praxe. Pozornost jsme rovněž věnovali typům pojetí sociální pomoci, která v nových podmínkách pracovníci agendy HN uplatňovali, včetně toho, zda a jaká dilemata tito pracovníci při práci s klienty pociťovali.

Abstract (in English)

Since January 2012, the implementation of the reform of social assistance for people in material need (MN) has been launched. The reform included deep changes both in the organization and the rules of provision of social assistance in MN. The aim of our monograph was to capture the situation in the everyday provision of social assistance to people in MN by the front-line workers shortly after the initiation of the reform. In particular, the analysis focused on the factors affecting the success of reform imple-mentation. Attention was also devoted to the concepts of social assistance applied by the front-line workers under the new conditions, including whether and what kind of dilemmas they felt when working with clients.
